Objective and Purpose of the Assignment
1. The Asian Development Bank (ADB) is implementing a technical assistance (TA) project to support climate-smart urban development in Uzbekistan, Pakistan, and India and their selected cities, through the development and implementation of city climate action plans (CCAPs). The TA has the following three outputs: (i) knowledge and capacity of the selected developing member countries (DMCs) on city climate action planning strengthened; (ii) city climate change adaptation and mitigation investment planning strengthened; and (iii) design of urban climate change projects supported.
2. As part of the TA implementation, an international consulting firm will be engaged to support ADB in preparing climate change and disaster risk profiles for five cities in Sindh Province, Pakistan: Sukkur, Hyderabad, Mirpur Khas, Larkana, and Nawabshah. The climate profiles prepared will serve as a basis for selecting one of the five cities for the development of a City Climate Action Plan (C-CAP). The C-CAP will cover both climate adaptation and mitigation plans for the city, guided by climate and disaster resilience assessment of the city and C-CAP will in turn inform the overall planning process of the city.3. Additionally, these cities are expected to be supported under the proposed ADB Project Readiness Financing (PRF) titled "Preparing Urban and Water Projects in Sindh", which is currently under processing. The TA will contribute to the design and implementation of the PRF. While still subject to change, the expected PRF scope may include institutional reforms and physical urban investments. These may cover: review and recommendations for the urban governance framework, financial sustainability, and monitoring and evaluation (M&E) systems; planning activities for regional development plans, city land use plans, and city sub-sector master plans (including water supply, sanitation, and solid waste management); and design support for selected priority urban physical investments in five cities, including feasibility studies and detailed engineering designs, along with related institutional strengthening and capacity building.
