1. The Kingdom of Cambodia through the Ministry of Economy and Finance (MEF) and the Ministry of Public Works and Transport (MPWT) and Ministry of Industry, Science, Technology and Innovation (MISTI) has received a Credit from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Improvement Project (WaSSIP) and it intends to apply part of the proceeds of this Credit to payments under the Contract for Development of Wastewater Collection System in the West Trunk Sewer Zone in Siem Reap City (Contract No. MPWT-CW-9/NCB).
2. The Ministry of Public Works and Transport (MPWT) now invites sealed bids from eligible and qualified bidders for Development of Wastewater Collection System in West Trunk Sewer Zone in Siem Reap City. The construction period is 12 months.
3. Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.
4. This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document.
5. Bidder's attention is drawn to Sub-Clause 6.3 of Section 1 – Instructions to Bidders (ITB) and Section 2 – Bid Data Sheet (BDS) - on the Qualification requirements. Qualification requirements include:

7. A complete set of Bidding Documents will be electronically obtained by interested eligible bidders for free of charge on the submission of a written application sent to the email address below (as specified in Paragraph 12. However, conditions for the submission of bids must be in hard copy, and with a soft copy stored in a USB flash drive as elaborated in the Instructions to Bidders section of the Bidding Documents. In case of any difficulty in obtaining the bidding documents, interested eligible bidders may contact at the address given in Paragraph 12 of the Invitation for Bids.

9. Bids must be delivered to the address below on or before 3:30 pm on 5 September 2025. Late bids will be rejected. Bids will be immediately open after the deadline for submission of bid in the presence of the bidders’ representatives who choose to attend in person at the address below at CMU-2 Office, St. 598, Sangkat Chrang Chamres II, Khan Russey Keo, Phnom Penh, Cambodia.
10. All bids shall be accompanied by a Bid-Securing Declaration as described in the ITB.
11. The Government and the World Bank will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
