1. The Government of the Philippines (GoP) has received aLoan from the World Bank towardsthecostofPhilippineRuralDevelopmentProjectScale Upanditintendstoapplypart of the proceeds of this Loan to payments under the contract for theConstruction of Kepeng Trading Post,SubprojectIDNo.PRDP-SU-IB-RARM- TAW-002-TAN-002-2023-VCI.

2. TheMunicipal Government of Tandubas, Tawi-Tawi, implementing partneroftheDepartmentofAgriculture,nowinvitesbidsfortheConstruction of Kepeng Trading Post. Completion of the Works is required by241calendar days. Bidders should have completed, within the lastten (10) years,a contract similar to the Project. The descriptionofaneligiblebidderiscontainedintheBiddingDocuments,particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the IRR of RA 9184 (R.A. 9184), with some amendments, as stated in these bidding documents and is open to all bidders from eligible source countries as defined in the applicable procurement regulations of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post qualification. The Estimated Project Cost for this project isTwenty-Two Million Sixty Four Thousand Pesos (PhP 22,064,000.00).

4. Interested bidders may obtain further information from the Bids and Awards Committee ofMunicipal Government of Tandubas, Tawi-Tawiand inspect the Bidding Documents at the address given below and also at thePRDP Regional Project Coordination Office-Ministry of Agriculture, Fisheries and Agrarian Reform-Bangsamoro Autonomous Region in Muslim Mindanao (RPCO-MAFAR-BARMM)with address at MAFAR, BGC Compound, Cotabato City 9600 and at thePRDP Project Support Office Mindanao (PSO Mindanao)with address at Alvarez Building, Angliongto Sr. Avenue, Lanang, Davao City from9:00 a.m. to 5:00 p.m., Mondays to Fridays.

A complete set of Bidding Documents may be purchased by interested Bidders startingAugust 6, 2025from the address below, PRDP RPCO-BARMM or PRDP PSO Mindanao and upon payment or depositing to theMunicipality of Tandubas, Land Bank of the Philippines (LBP) Trust Account Number 1242-102297a non-refundable fee for the bidding documents in the amountofTenThousandPesos(PhP10,000.00)notlaterthanthesubmissionof theirbids.TheLGUTreasurer’sofficialreceiptorthebankteller’svalidateddepositslipservesasyourproofofpaymentTheLGUTreasurer’sofficialreceiptorthebank teller’svalidateddepositsliporprintedreceiptfromotheronlinepayment channels serves as the proof of payment.

As part of the transparency measures being instituted by the Department of Agriculture (DA) the bidders can virtually visit the site of the above-described subproject at prdp.da.gov.ph where geotagged base photographs are viewable. The DA, however, requires that all potential contractors who will be awarded contract under the project shall have undergone geotagging training provided by the PRDP Project Support Office.

5. TheMunicipal Government of Tandubas, Tawi-Tawiwillhold a Pre-Bid Conference onAugust 28, 2025 at 10:00 a.m.at theMunicipal Hall Conference Room, Brgy. Kepeng, Tandubas, Tawi-Tawi,which shall be open to all interested parties.

6. Bidsmustbedulyreceivedbythe BACSecretariatat theaddressbelowonorbeforeSeptember 9, 2025at 10:00a.m.All bids mustbe accompanied by aBid SecuringDeclaration.

Bids will be opened onSeptember 9, 2025at 10:00 a.m.at theRegional Fisheries Research Center, Brgy. Pagasinan, Bongao, Tawi-Tawi.Bidswillbe opened in the presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.

7. TheMunicipal Government of Tandubas, Tawi-Tawireserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
