Republic of Tajikistan has received a grant of 2.75 million USD from the World Bank to cover the costs of the “Supporting Livelihood and Socio-Economic Integration of Vulnerable Groups in Tajikistan Project” which is being implemented by the National Social Investment Fund of Tajikistan (NSIFT) and intends to apply part of the proceeds for consulting services
The Project Development Objective of the project “Supporting Livelihood and Socio-Economic Integration of Vulnerable Groups in Tajikistan” is to enhance livelihood opportunities and improve access to social infrastructure for both Afghan refugees and local host communities. The project will implement activities in Vahdat city, which hosts nearly 78% of the country’s Afghan refugee population and is characterized by high vulnerability levels. The project will target mahallas in Vahdat that have the highest concentration of refugees, as identified by the local administration using updated registration data. The project is expected to benefit approximately 12,500 people.
The consulting services (Services) include the delivery of community mobilization and livelihood support. The consultants will work closely with government bodies and local NGOs and development partners and and must be eligible to work with and provide services to refugees. Key responsibilities include (i) identifying and facilitating economic activities, supporting micro-enterprises, and providing training and guidance to the promoted enterprises and (ii) conducting social mobilization in selected mahallas to identify and strengthen local infrastructure and services. These services from the consultants will be inclusive, community-based, and aligned with existing formal and informal education systems to ensure effective outreach and sustainable impact. The contract will be for two years ending in December 2027.

The National Social Investment Fund of Tajikistan (NSIFT) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The selection criteria are:
ii. Must have a minimum of five (5) years of operational experience in relevant project implementation including projects working with refugees, community driven development (CDD) and livelihoods
iii. Experience of implementing at least three (3) projects aimed at promoting livelihoods or entrepreneurship in rural or peri-urban areas of Tajikistan; experience in implementing similar livelihood or entrepreneurship support initiatives targeting refugees in comparable contexts;
Key Experts will not be evaluated at the shortlisting stage.
Interested Consultants must pay attention to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Qualifications-based Selection method (CQS) set out in the Procurement Regulation.
