  1. The Government of Sint Maarten (GoSXM) has received financing from the World Bank toward the cost of the Emergency Debris Management Project and intends to apply part of the proceeds for consulting services under this request for expression of interest.

  1. The Government of Sint Maarten (GoSXM), represented by the National Recovery Program Bureau (NRPB – The Employer) is looking to select an experienced (international or national) firm to provide CONSULTANCY SERVICES in order to support the Employer in ensuring the effective, timely, and contractually compliant execution of the Design-Build Contract for the Upgrade, Rehabilitation and Closure of the Municipal Solid Waste Disposal Sites (MSWDS). In this role, the Consultant shall be appointed to perform the duties and exercise the authority of the Engineer as defined in the Conditions of Contract for Plant and Design-Build (Second Edition, 2017), and as delegated by the Employer.

  1. The scope of services under this consultancy covers the following:

The Consultant, acting as the Engineer, shall provide professional services to administer the Contract on behalf of the Employer within the authority delegated in the Particular Conditions. The Consultant is expected to exercise impartial judgment in its contractual functions, including making determinations where required.

This role includes supervision of the Works to ensure compliance with the Contract, the approved Contractor’s Documents, and all applicable regulations and standards. The Consultant is also responsible for maintaining structured and auditable records of site activities and for providing routine and special reports to the Employer.

  1. The detailed scope and deliverables of the assignment are available in the attached Terms of Reference (TOR). The Consultant’s services shall be carried out in one continuous phase, as per the implementation of the Works. Works are anticipated to commence on October 1, 2026 and conclude on October 31, 2029; It is estimated that approximately 37 months of Consultant input will be required under a time-based contract to accomplish the tasks outlined in this Terms of Reference.

  1. The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document, in order to comply with the Project's objective.

  1. The National Recovery Program Bureau (NRPB) now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.   1. General experience of minimum 10 years in design review, works supervision (construction), contractual financial management, quality assurance and quality compliance records

  1. Specific experience with minimum 2 similar contracts in size, nature, and scope work in the last 5 years for works supervision related to environmental infrastructures

  1. Substantial experience in communications with multiple stakeholders, community & Government partners, contractors, and the civil society

  1. Having experience in the region is an advantage

The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. A Consultant will be selected in accordance with the Quality And Cost-Based Selection method set out in the Procurement Regulations.

  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
