Description : GGGI Paraguay invites eligible firms/entities to submit their proposals for the assignment: “Design, Development, and Operationalization of the Climate Finance MRV System for Paraguay.”
PROJECT BACKGROUND:
GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to advance green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguay’s Development Finance Agency (AFD), driving progress across various sectors.
GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative aims to enhance Paraguay’s capacity to access, manage, and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate mitigation.
Key project’s objectives include:
• Strengthening MEF’s capacity as Paraguay’s Nationally Designated Authority (NDA) to effectively coordinate and manage GCF funding and track climate finance flows.
• Supporting AFD’s accreditation process to meet GCF’s standards and criteria.
• Operationalizing Paraguay’s Green Taxonomy to provide clear definitions for green assets and investments, fostering transparency and investor confidence.
• Integrating climate indicators and targets into the Paraguay National Development Plan 2050, including a strategy to drive green job creation and sustainable economic growth.
Under the framework of this project, MEF and GGGI are seeking an experienced consulting firm (hereinafter referred to as “service provider”) to support the development of the Climate Finance Monitoring, Reporting and Verification (MRV) system.
The consulting firm will establish and operationalize a comprehensive MRV system to enable the tracking and monitoring of both domestic and international climate finance flows. This system will strengthen the MEF’s capacity to oversee Green Climate Fund (GCF)-funded and other donor-financed projects, ensuring compliance with Paraguay’s international commitments under the UNFCCC’s Enhanced Transparency Framework (ETF). The developed MRV system is also aimed at providing MEF with timely and reliable data to support evidence-based decision-making in climate finance allocation and policy development.
The overall objectives of the assignment are as follows:
• Develop a comprehensive MRV system aligned with identified MRV needs, Paraguay's national context, priorities, targets, and green taxonomy.
• Enhance MEF’s institutional capacity through capacity-building sessions and establishment of operational handover procedures, to strengthen understanding and ensure the proper application of MRV system and maintenance.
Proposed Activities and Scope of Work
1) Proposed Activities for the Overall Project
This consultancy firm will assist GGGI in the GCF funded project “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay” in the development of the Climate Finance MRV system. The project is structured into two interconnected components.
Component 1: Develop a comprehensive climate finance MRV system
This component focuses on developing the MRV system to track and monitor domestic and international climate finance flow. The component includes initial assessment, framework and guideline development, IT platform development, and pilot testing and refinement of the system. It includes the following deliverables:
• Deliverable 1: Inception report
• Deliverable 2: Initial needs assessment and stakeholder mapping of climate finance MRV system
• Deliverable 3: MRV framework and guidelines that include data collection protocols, reporting standards, and methodologies
• Deliverable 4: IT platform within MEF to securely collect, store, and report climate finance data
• Deliverable 5: Pilot testing of the MRV system and MRV system refined
Component 2: Enhance MEF’s institutional capacity of the MRV system
This component focuses on the capacity building of MEF in the application and maintenance of the MRV system. It includes capacity-building sessions, establishment of operational handover procedures, and establishment of monitoring and evaluation framework. It includes the following deliverables:
• Deliverable 6: Establish and implement operational handover procedures, including comprehensive system documentation and training for MEF staff; and a monitoring and evaluation framework to support the continuous improvement of the MRV system
• Deliverable 7: Three capacity-building sessions and technical training delivered for relevant MEF departments
2) Scope of Work
a) Deliverable 1: Inception report
This deliverable consists of a detailed work plan outlining the activities required for the development of the requested deliverables. It will identify key stakeholders to be consulted and considered during the development of the MRV system, as well as potential risks or challenges and corresponding mitigation measures. This deliverable must be validated with MEF to ensure the proper development of the project.
b) Deliverable 2: Initial needs assessment and stakeholder mapping of climate finance MRV system
This deliverable aims to carry out an initial assessment of capacities and needs, as well as a stakeholder mapping, for the development of the MRV system for climate finance. The assessment will identify available data sources, system requirements, and will conduct a diagnostic of the technical and technological capacities and existing platforms in Paraguay related to climate information and climate finance. This will support the conceptual design, modules, data and information needs, data and information collection tools, databases, backends and frontends (such as dashboards) of the MRV system, an information analysis tool, and a reporting tool; as well as the identification of technological needs for the MRV system.
It must also identify and review climate change and climate finance information systems and platforms from other countries in Latin America and the Caribbean (LAC), as well as other relevant countries, in order to identify best practices and lessons learned. Additionally, it will map relevant stakeholders in the climate change and climate finance sectors.
Furthermore, the consulting firm must consider the existing IT systems within the MEF and, as suggested by the technical team, incorporate them—where applicable—into the MRV system design from the beginning of the consultancy, in order to ensure compatibility and interoperability with the MEF’s existing systems. This will contribute to strengthening a unified information management framework within the MEF.
The Deliverable will consist of a report outlining:
• Needs assessment for MEF’s climate finance MRV system, including content requirements, platform specifications, and user-specific needs.
• Comparative analysis of MRV platforms in other countries, focusing on their implementation approaches, governance structures, data collection methodologies, and alignment with international reporting frameworks.
• Stakeholder mapping of actors in the climate change and climate finance sectors
c) Deliverable 3: MRV framework and guidelines that include data collection protocols, reporting standards, and methodologies
This deliverable will develop MRV framework and guidelines that will be used for the MRV system development and use. The MRV framework and guideline will be aligned with Paraguay's national context, priorities, targets, and green taxonomy and will include data collection protocols and reporting methodologies.
The Deliverable will consist of a report outlining:
• MRV framework that outlines the structure and content for the MRV system, aligned with Paraguay’s climate finance reporting obligations and national priorities.
• Governance structure for the registration and collection of inputs, their processing, operation, use, and maintenance of the MRV system.
o Review legislation and regulatory provisions related to data and information management in Paraguay.
o Identify the data and information generated by institutions in Paraguay.
o Assess the MEF’s capacities in data and information management and analysis.
o Develop a proposal for the governance of the MRV system, considering institutional arrangements, roles, and required expertise. The governance structure will include the registration and collection of inputs, their processing, operation, use, and maintenance of the MRV system.
o Validate the MRV system’s governance structure with the MEF and key stakeholders through a workshop.
• Data collection protocols that guide data sources, responsible entities, data flows, frequency of collection, data formats, and quality assurance procedures.
• Guide on reporting standards and templates that guides on formats and templates for reporting climate finance data.
• Guide on stakeholder roles and responsibilities.
• Stakeholder workshop to present the developed framework and guidelines and collect feedback.
d) Deliverable 4: IT platform within MEF to securely collect, store, and report climate finance data
Using the previous deliverables, the IT MRV platform will be established. The platform will securely collect, store, and report the climate finance data, ensuring compatibility with national data systems and scalability for future needs. The Deliverable will consist of:
• A platform design document describing the architecture, functionalities, and technical specifications of the platform, aligned with MEF’s requirements. The design must consider the Database Management System (DBMS) for the MRV system, including its conceptual design, modules, data and information needs, data and information collection tools, the platform's back and front ends, and the reporting tool.
• Fully developed and operational MRV platform, deployed in the environment designated by the MEF (server or cloud infrastructure), meeting technical, functional, and security requirements.
• Data security and privacy protocols.
• Platform development report documenting the implementation process, including timeline, milestones, and any modifications made during the process.
• User manual providing guidance on how to use the platform.
• Testing and validation of the MRV system’s correct operation on the MEF’s server.
• Remote technical support and troubleshooting for at least six months after project delivery, provided to the MEF’s IT unit and system administrator.
e) Deliverable 5: Pilot testing of the MRV system and MRV system refined
This deliverable involves conducting pilot testing of the MRV system, gathering feedback from users, and refining the system based on the insights collected. The objective is to ensure the MRV system’s functionality, effectiveness, and operational readiness.
The Deliverable will consist of a report outlining:
• Conduct pilot testing with the representative test group
• Gather feedback on the system's functionality, contents, usability, and any issues they encounter during testing.
• Assessment of the feedback and identification of operational gaps or areas for improvement
• Refinement and adjustments made to the MRV system based on feedback and findings from the pilot testing
• Report on Pilot Results including feedback, identified gaps, and refinements made, along with recommendations for full-scale implementation.
f) Deliverable 6: Establish and implement operational handover procedures, including comprehensive system documentation and training for MEF staff; and a monitoring and evaluation framework to support the continuous improvement of the MRV system
This deliverable focuses on providing the handover procedures for the full implementation of the MRV system by MEF. It includes creating detailed system documentation, developing training materials, providing training to staff, and defining clear procedures for system maintenance and updates. The deliverable will include:
• Handover procedure that describes step-by-step procedures for transitioning the MRV system to MEF, including all necessary administrative, technical, and operational activities.
• Comprehensive system documentation outlining the architecture, functionalities, data flow, user manuals, and technical specifications of the MRV system.
• Training materials to ensure MEF staff are equipped with the necessary skills.
• Deliver training sessions for MEF staff, focusing on both technical and operational aspects of the MRV system.
• Documentation of the handover process progress
The second report will focus on establishing and implementing a monitoring and evaluation (M&E) framework to ensure the continuous improvement of the MRV system. It aims to put in place a framework that tracks the system’s effectiveness, identifies areas for improvement, and monitors the implementation of improvement measures.
The deliverable will include:
• Periodic assessment protocols developed to measure impact, efficiency, and compliance with international obligations regularly
• Reporting processes established to evaluate MRV system performance and promote transparency
• Feedback mechanisms created to allow stakeholders to suggest improvements
• Training and support provided for MEF staff to effectively implement the M&E framework
g) Deliverable 7: Three capacity-building sessions and technical training delivered for relevant MEF departments
This deliverable focuses on enhancing the technical capacity of MEF personnel to effectively operate, manage, and maintain the MRV system. It includes the design and delivery of practical training sessions tailored to the roles and responsibilities of different departments using the MRV system.
The deliverable will include:
• Develop training materials and manuals on the MRV system.
• Deliver three hybrid training sessions, including hands-on exercises and interactive components to build familiarity with the MRV system, for groups of at least 10 people (from the technical team and IT within MEF)
• Provide follow-up support and guidance to address challenges and reinforce learning post-training.

IMPORTANT TIMELINES:
This project has a duration of eleven months, and it is expected to be completed no later than September 15, 2026.
The tender submission deadline is 31 October 2025, 16:00 pm KST (Korean Standard Time).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 31 October KST, then the due date for submission of request for clarification is 16:00 25 October KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
