ABOUT GGGI
Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.


PROJECT OBJECTIVES AND BACKGROUND:
The agriculture sector faces multiple challenges across the continent including unsuitable farming land, deforestation due to pressures from a rising population and climate change impacts (high climate sensitivity, frequent extreme weather variations, changing climatic zones, rainfall variability, landslides, soil erosion, water pollution, etc.).
Additionally, continuous food insecurity due to low productivity and weak value chains is a structural challenge which will likely increase with the effect of climate change in the agriculture sector. This couples with a growing global population and changing diets driving up the demand for food. In 2020 for example, Africa imported food at an annual cost of $43 billion1 with more than one in five people facing hunger. With the current rising population trend2, it is imperative to increase the sector’s resilience to climate change.
Providing climate adaptation solutions to increase food security will be key to tackling climate change impact in the sector. Investments in adaptation solutions including research and extension, water management, land restoration, climate information services and climate resilient infrastructure have been estimated around $15 billion3 per year for Africa. With a structural financing gap in the agriculture sector in most west African countries in general and in climate finance adaptation in particular, significant effort will need to be made by countries to mobilize appropriate resources. Especially, in the current economic context with fiscal constraints faced by most west African economies due to the global pandemic.
. The Global Green Growth Institute (GGGI) is an international organization dedicated to supporting and promoting strong, inclusive, and sustainable economic growth in developing countries and emerging economies. GGGI with financial support received from the Gates Foundation has developed a comprehensive Climate-Smart Agriculture (CSA) report that provides crucial insights into sustainable agricultural practices, technologies, and financing models across target African countries. Notwithstanding, GGGI supported the ECOWAS Bank for Investment and Development (EBID) for the structuration of a financing facility focusing on agricultural adaptation the Agriculture Adaptation Facility – West African Initiative for Climate Smart Agriculture (AAF-WAICSA).
The AAF-WAICSA aims to address these financial market gaps and mobilize appropriate financing resources to promote adaptation technologies and increase the agriculture sector resilience while also improving its productivity.

Objective of the Assignment
The objective of this consultancy is to provide professional communication services to GGGI Africa Regional Office to ensure maximum visibility, stakeholder engagement, impact et event organization for:
• The launch of the CSA Knowledge Report, a flagship publication designed to share insights, evidence, and recommendations on CSA practices.
• The AAF-WAICSA Investor Session, which aims to convene stakeholders and potential investors to mobilize financing for sustainable agriculture.

 

PROPOSED ACTIVITIES & SCOPE OF WORK:

1) Proposed Activities for the Overall Project
The firm selected will undertake the following specific tasks:
1. CSA Knowledge Report:
a. Develop a multi-channel launch plan, including digital campaigns (social media, email newsletters, webinars), traditional media outreach (press releases, op-eds), and partnerships networks to ensure visibility and accessibility of the report to target audiences (policy makers, development partners, research institutions, private sector, civil society, universities and farmers’ organizations).
b. Develop a tailored communication strategy for the launch, including branding, messaging, media engagement, and dissemination channels.
c. Design creative assets such as infographics, videos, and executive summaries tailored to different audiences.
d. Monitor and optimize campaign performance using analytics tools.
e. Organize and coordinate the launch event (virtual/hybrid) (concept note, press release, media engagement, event management support). The launch should be organized in Cote d’Ivoire (Abidjan)s
f. Ensure post-event communication (event report, highlights video, social media recap).


2. AAF-WAICSA:

a) Develop a comprehensive communication and stakeholder engagement strategy for the AAF-WAICSA.
b) Craft key narratives for investors, partners, and the public (value proposition, impact stories, sectoral opportunities).
c) Design investor-focused materials (investment prospectus, one-pagers, pitch decks, videos).
d) Support outreach and engagement with targeted stakeholders (development partners, DFIs, impact investors, private sector).
e) Organize a high-profile investor session (agenda design, invitations, facilitation, media coverage) that secures at least 20 qualified leads and 5 initial pledges. The event should be organized in Togo (Lomé) or Nigeria (Abuja)
f) Ensure post-event communication (event report, highlights video, social media recap).

IMPORTANT TIMELINES:
The tender submission deadline is 22 OCTOBER , 2025 16:00 HRS KOREAN STANDARD TIME (KST).

If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 22 October, 2025 KST, then the due date for submission of request for clarification is 16:00 15 October, 2025 KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.
