ABOUT GGGI
The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries, including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.

These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities, which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as building the conditions for public and private green infrastructure investments.
PROJECT OBJECTIVES AND BACKGROUND:
Strengthening Climate Resilience Through Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia Project is implemented in partnership with national and regional government partners by GGGI Uzbekistan and GGGI Kyrgyzstan Offices and funded by the Ministry of Environment of the Republic of Korea. The overall objective of the Project is to strengthen the climate and disaster resilience of people and communities in vulnerable regions of the Kyrgyz Republic and Uzbekistan through integrated and effective water resources management techniques.
The Project comprises a set of measures that span across three key outcomes:
1) Strengthening climate resilience regionally;
2) Introduction of innovative smart techniques in flood and drought management;
3) Improved income generation and green job creation.
The specific objectives of the project are:
1. Assess policies relevant to water-related disaster risk management utilizing GGGI's unique Climate Resilient and Green Growth (CRGG) assessment framework;
2. Enhance water-related climate risks monitoring by installing G-PASS's well-tested 24/7 real-time CCTV surveillance systems for early warning purposes;
3. Enable future flood and drought risk-reduction measures in the vulnerable areas via mobilizing large-scale financing;
4. Build capacities in managing hazardous flood and/or mudslide damage caused by glacier melting.
In line with its objectives, GGGI coordinates the implementation of various activities of the project. The Project was officially launched in October 2024 and the implementation commenced in two selected regions, the Fergana valley in Uzbekistan and the Uzgen district of Osh oblast in Kyrgyzstan.
Purpose of the Assignment
The overall purpose of this assignment is to conduct vulnerability assessments in local risk hot spots through the modelling of the project site, and to ensure that the results can directly inform the planning, site selection, and preliminary design of early warning systems and smart flood-management infrastructure. Modelling will provide additional justification for project site selection and contribute to the development of a disaster risk profile. Overall, the results of modelling will lead to improvement of flood forecasting and monitoring activities.
PROPOSED ACTIVITIES & SCOPE OF WORK:
1) Proposed Activities for the Project
The Project aims to strengthen the climate and disaster resilience of people and communities in vulnerable regions of Uzbekistan, through piloting innovative early warning systems. Policy recommendations will be based on comprehensive assessments. Policy support will be provided to introduce the required technical standards in order to help improve existing relevant national standards for flood protection.
The Project focuses on water-related disaster risks and climate vulnerabilities in Uzbekistan and the Kyrgyz Republic through an integrated approach with innovative technology, tailored policy development, and inclusive capacity building to ensure strengthened climate resilience and sustainable water resource management across Central Asia. It considers conducting comprehensive CRGG assessments; baseline policy evaluations; stakeholder engagement strategies; gender-inclusive climate risk and vulnerability analysis in the project site (Fergana valley, Andijan region). The assessments, by bottom-up and top-down approaches, will provide evidence-based and targeted policy recommendations for the effective management of water-related disasters. State-of-the-art smart technologies, such as 24/7 real-time early warning CCTV system will be piloted in the most disaster-prone area of the Ferghana ranges to reduce risks from flooding due to climate change impacts (glacier melting, high volume precipitation etc.). In addition, the Project aimed to develop a bankable $50 million investment proposal in large-scale disaster risk reduction measures based on pilot outcomes. Local capacities will also be enhanced through targeted training and public awareness activities, which include gender orientated indicators on participation of all stakeholders, while introducing national standards to ensure long-term sustainability and scalability for advanced early warning and flood management systems.
Background to the Innovative Smart Technologies integration (installation and operation) approach.
The Project integrates innovative smart technologies to enhance water-related disaster prevention and management systems. The approach focuses on the installation and operation of real-time CCTV monitoring system, enabling comprehensive and responsive water management. Key elements include:
1. Data collection on water flow and levels regarding advanced sensors, which will collect and monitor volumetric water flow rates and water levels in rivers, lakes, and canals. Such data efforts are for effective water resource management.
2. Conducting rainfall monitoring through gathering data from rain recorders and meteorological observation stations within the catchment areas. This information assists to the provision of more accurate forecasts on flood risks.
3. Conducting real-time visual monitoring of river, lake, and canal conditions and critical water bodies through CCTV systems. Online visualization of the risk or occurrence of flood will be a supporting tool in the disaster response process and coordination of response forces and assets.
4. Management of evaporation data during dry seasons, which is tracked through a dedicated database, supporting water conservation and drought preparedness.
5. Early warning of the population and the territory regarding the centralized system that processes and integrates data from all the stations and sends emergency warnings in real time. The system records all data simultaneously, ensuring continuous monitoring and allowing historical analysis.
6. Rainwater collection and utilization of excess rainwater during heavy rainfall and storing it in designated water reservoirs or distributing it for irrigation purposes during drought periods, ensuring optimal use of water resources.
2) Scope of Work
The implementation of Climate Resilient and Green Growth (CRGG) assessment activities, as well as installation of early warning system, requires a comprehensive analysis of the project site.
In this regard, attention should be paid to assessing the risk vulnerability of the area to disasters such as mudflows and flash floods, which will contribute to the justification of the need for project interventions. This analysis should take into account key factors, including topography, hydrological parameters, existing infrastructure, and potential risks associated with climate change. The results of this analysis will form the basis for adapting design solutions to the unique conditions of the site.
In addition, it is important to conduct capacity-building activities among stakeholder representatives. These initiatives should be based on a thorough assessment of existing gaps in knowledge, skills and resources, as well as the needs that need to be addressed to improve their performance.
For this assignment, GGGI seeks to hire a competent consulting firm (hereinafter referred to as ‘Consultant’), which shall be responsible for the implementation of the following activities:
1) Conducting sectoral assessments, assessing climate change, conducting hazard and disaster probability analyses, and conducting vulnerability assessments of pilot communities.
The consultant's task is to conduct a vulnerability assessment at the local level to flood (mudflow and flashflood) hazard risks in Andijan region, covering the most disaster-prone settlements.
GGGI will agree with the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan on the exact name and location.
The Consultant shall collect data on topography, hydrology, climatic conditions, including analyses of climate changes, current infrastructure and socio-economic indicators of the pilot site, primary information on the irrigation system, its condition, as well as irrigation water demand at the project site, including a consultative meeting among decision makers on local level. In addition, the Consultant shall analyze the available spatial data of the project area for further map preparation and modelling, as well as the collection of field data.
Based on the collected information, identify key risk zones and objects exposed to mudflows and flash floods, taking into account natural and socio-economic factors.
2) Engineering study of the project site
The consultant should carry out research of the project site data (pre-design) by carrying out the following activities:
- Topographic survey (scale at least 1:1,000);
- Hydrological survey;
3) Hazard Mapping at the local level
Based on the analysis of the above parameters, the Consultant shall:
- Prepare architecture and basic parameters of spatial data / information
- Carrying out basic map’s digitization activities (if necessary)
- Carrying out statistical calculations and indicators on the basis of digitized data (areas distributed by land categories on the basis of existing classifiers of land categories and infrastructure facilities in the project area);
- Carrying out analysis of the recurrence of emergency situations;
- Desktop data processing and verification based on available spatial data, as well as assessment of potential risk;
- Survey using UAV’s and formation of height maps and orthophotos through the field trips;
- Development of digital elevation model (DEM) and modelling of possible flood (flash floods and mudflow) risks based on results of the DEM;
- Development of maps of susceptibility to mudflow and flash flood processes of the territories adjacent to the pilot sites based on the results of modelling of possible flood (flash floods and mudflow) risks.
4) Capacity assessment of local authorities on disaster risk reduction
Based on the analysis of the above parameters, the Consultant shall:
- Conducting basic assessments that include a set of potential solutions and measures that can be implemented within the project, as well as for pilot area;
- Analysis of existing systems for prevention and disaster risk reduction (DRR), as well as for disaster risk analysis;
- Development of recommendations for integration into local plans of socio-economic development in the field of DRR and a communication mechanism between communities and local/central government;
- Conducting a final meeting/seminar to present the results of the research conducted.
The workshops will take place in Andijan region. All expenses including travel costs should be covered by consulting company.
