PROJECT BACKGROUND:
The ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) project aims to contribute to reducing methane emissions in ASEAN Member States (AMS) by establishing a strong institutional, technical, and financial foundation for large-scale methane reduction. The AKCMM is a 3-year initiative funded by the ASEAN-Korea Cooperation Fund (AKCF) under the Partnership for ASEAN-Republic of Korea Methane Action (PARMA). The AKCMM provides technical assistance in the following areas:
• Output 1: Developing enabling policies and institutions
• Output 2: Improving the measurement of methane emissions
• Output 3: Designing, financing, and implementing methane reduction projects
• Output 4: Promoting regional dialogue and partnership

In Thailand, the AKCMM project is steered by the Project Steering Committee (PSC) chaired by the Department of Climate Change and Environment (DCCE). The PSC in Thailand consists of members from relevant government departments where methane emissions are concerned, mainly from the energy, agriculture, and waste sectors. In achieving Output 2, a gap analysis of methane emission inventory will be carried out. Based on the results of the gap analysis, the AKCMM will implement activities to improve methane emission measurements for priority sector(s), and support MRV requirements under the Enhanced Transparency Framework (ETF).

According to Thailand’s First Biennial Transparency Report, the total greenhouse gases (GHG) emissions (excluding Land use, land-use change, and forestry) in 2022 were 385,954 ktCO2eq, with methane making up 23.08% of the total GHG emission. The largest source of methane emissions were from the agriculture sector (63.53%), followed by waste (23.85%), energy (12.20%), and industrial processes and product use (IPPU) (0.43%).
ASSIGNMENT OBJECTIVE:
GGGI seeks to engage a competent firm/university/organization to conduct gap analysis of methane emission inventory in Thailand. The gap analysis shall cover categories that are sources of methane emissions across the sectors: energy, industrial process and product use (IPPU), agriculture and waste.
