PROJECT BACKGROUND:
“Accelerating Biodiversity Conservation in the Peruvian Amazon (ABCPA)” is a two-year technical assistance program led by GGGI, in consortium with MDA and Terrasos, in collaboration with the Government of Peru through the Ministry of Environment (MINAM), Ministry of Economy and Finance (MEF), the National Service of Natural Protected Areas (SERNANP), and other public institutions. Supported by the Amazon Regional Fund (ARF), which is part of the UK PACT and the UK’s International Climate Finance (ICF) portfolio, the program aims to support the implementation of Peru’s National Biodiversity Strategy and Action Plan (NBSAP).
The project addresses key barriers to biodiversity conservation in Peru by designing and implementing innovative and inclusive financial mechanisms, such as biodiversity bonds and habitat banks, to strengthen the alignment between the country’s financial architecture and its biodiversity needs. It also promotes the inclusion of vulnerable populations, such as women, Indigenous peoples, and rural communities, as key stewards of ecosystems, ensuring fair compensation for their conservation efforts.
Expected results for 2027 include the mobilization of USD 516 million for the sustainable management of 300,000 hectares of forest, the strengthening of institutional and financial frameworks for biodiversity, and a contribution to the mitigation of up to 0.7 million tCO₂e.
The program’s key deliverables include:
OU1: Training for public and private actors on nature-related financial risks, disclosures, and innovative biodiversity financing mechanisms.
OU2: Technical assistance to the Ministry of Environment (MINAM) to integrate biodiversity conservation categories into the MERESE mechanism.
OU3: Design and pilot testing of a habitat bank as an innovative financing tool.
OU4: Support to the Ministry of Economy and Finance (MEF) to integrate biodiversity into Peru’s Sovereign Sustainability Bond Frameworks.
The program adopts a collaborative, government-led approach, supported by a cross-cutting strategy that addresses Gender Equality, Disability, and Social Inclusion (GEDSI) considerations.
General Objective:
The overall objective of the consultancy is to develop a case study that includes three communication products: a narrative document, testimonial clips, and an institutional video that records, analyzes, and disseminates practical experiences, results, and lessons learned from the project’s prioritized interventions. These products will be based on quantitative and qualitative results, as well as high-quality audiovisual content. The project’s prioritized interventions focus on the design and implementation of two pilot economic/financial instruments for biodiversity conservation (hereinafter referred to as “the Pilots”).
Through this case study, the consultancy aims to showcase how barriers to environmentally responsible (green) growth has been overcome, how institutional capacities among key actors have been strengthened, and how environmental ambition has been enhanced—ultimately enabling the scaling up and replication of these solutions and driving the development of more initiatives toward a sustainable future.
Specific Objectives:
Co-design, together with the project team, a work plan that includes the methodology for collecting quantitative and qualitative information, using tools such as semi-structured interview guides and/or surveys, as well as a visual script (storyboard) for the institutional video, applicable to project stakeholders.
Collect information by prioritizing in-person interviews and/or surveys with key actors involved in the Pilots (approximately 2–3 interviews per identified actor), including representatives from public and private entities, local communities, civil society, and/or NGOs. These interviews and activities should include b-roll footage—for example, of planning sessions, workshops, meetings, and other coordination events—carried out in four regions of the country: Lima, San Martín, Madre de Dios, and Ancash.
Develop one (1) case study that includes:
Testimonial video clips of 2–3 minutes each, featuring approximately 10 actors involved in the Pilots
One (1) final institutional video (3–5 minutes) presenting the results of the interventions, including royalty-free music and subtitles in Spanish and English
One (1) designed narrative document that presents the qualitative and quantitative analysis results, as well as the complete implementation process of the Pilots — from the planning stage through execution.
These three deliverables will form part of the post-production work and must comply with GGGI’s branding guidelines and the visual identity of the project.
Proposed Activities and Scope of Work
Proposed Activities for the Overall Project
GGGI seeks to contract a consulting firm (hereinafter, “the Consultant”) to document, through quantitative, qualitative, and audiovisual products, the process of designing and implementing the pilot initiatives linked to the Ecosystem Services Compensation Mechanism (MERESE) and the Habitat Bank in Peru.
The assignment will be carried out in close coordination with the GGGI project team, ensuring consistency with the organization’s institutional branding and the project’s strategic communication messages. The Consultant will be responsible for the planning, implementation, filming, editing, and final delivery of the case study, as well as for managing all logistical requirements necessary to conduct fieldwork in the project regions (e.g., meetings, workshops, focus groups, and other coordination spaces).
The consultancy will be implemented over a 12-month period (365 calendar days), in parallel with the implementation of the two Pilots. During this time, the Consultant is expected to progressively record, document, and produce communication materials throughout the project lifecycle — from the early planning stages to full implementation.
The activities will be structured in three main phases:
Pre-production
Participate in coordination meetings with the GGGI team to align objectives, define the narrative approach, and establish the key messages for both audiovisual and written products.
Develop and submit a Work Plan including:
Methodology for quantitative and qualitative data collection, such as semi-structured interview guides and/or surveys differentiated by stakeholder type (public sector, private sector, civil society, local communities, etc.). The methodology must ensure data confidentiality and protection.
A tentative timeline for filming and field activities, adjustable according to the progress of the Pilots.
A visual script or storyboard for the institutional video.
Logistical considerations to ensure effective participation and documentation throughout the implementation process of the Pilots.
Prepare an initial draft of the narrative document, which will serve as the structural basis for the final report. This draft will be subject to GGGI’s review and validation prior to design and layout.
Production (Fieldwork)
Develop interview and/or survey scripts
Conduct initial interviews and/or surveys with identified key stakeholders to capture perspectives and interests, helping to identify priorities, perceptions, and pre-existing knowledge regarding the Pilots.
Continue recording additional interviews and/or surveys throughout implementation, showcasing the evolution of the process and the changes perceived by participants. It is estimated that approximately 10 key stakeholders will be interviewed, with 2–3 interviews per stakeholder at different stages of the process.
Identify, through the information-gathering process, innovative approaches, practical experiences, lessons learned, and enabling conditions related to selected financial instruments.
Record supporting footage (b-roll) of planning sessions, workshops, meetings, and other coordination activities in Lima and the target regions (Madre de Dios, San Martin and Ancash).
Ensure high-quality image (HD/4K) and sound, using professional equipment.
Manage all logistical aspects of fieldwork, including transportation, accommodation, and per diems.
Post-production
Upon completion of data collection, submit a clean and unprocessed Excel file (Raw Data) containing all collected information and interview transcripts. This dataset will serve as an input for the project team’s technical analysis and review.

Edit and deliver individual testimonial video clips (2–3 minutes each) featuring the main stakeholders involved. Each clip must include relevant b-roll footage, royalty-free music, and subtitles in both Spanish and English. All clips must be delivered as independent, finalized products ready for use.
Produce and deliver an institutional video (3–5 minutes) summarizing the entire implementation process of the Pilots, integrating featured interviews, contextual footage, and key strategic messages.
Develop and deliver a designed narrative document (final case study format) documenting the full process of the Pilots — including planning, implementation, results, and lessons learned. The document must comply with GGGI’s branding guidelines and the project’s visual identity, incorporating relevant interview quotes and key visual references. All raw materials (interviews, b-roll, photographs, audio files) must be properly organized and submitted for GGGI’s institutional archive.
Integrate feedback from the GGGI team into preliminary versions of all deliverables until their final approval and submission.
Scope of Work
The selected Consultant will be responsible for planning, producing, and delivering high-quality communication products that document the entire process of designing and implementing the two pilots developed under the project.
This work will be carried out progressively over approximately one year, accompanying the different stages of the project, planning, implementation, results, and lessons learned. All products must align with GGGI’s institutional branding and the strategic messaging of the project. The scope of work includes the following activities and expected results:
Activity 1. Pre-Production
Coordination and Planning Meetings (cross-cutting)
Activity: Participate in coordination and planning meetings with the GGGI team to align objectives, coordinate actions, define the narrative approach, and agree on deliverables and key messages throughout the consultancy process.
Expected Result: Products aligned and developed with GGGI’s technical and communications support.
Workplan
Activity: Prepare a detailed work plan including methodology, scope, initial stakeholder mapping, tentative filming schedule (adjustable), and logistical requirements. The work plan must also include ethical considerations for data collection.
Expected Result: A GGGI-approved work plan ensuring consistency between the project’s objectives, the narrative of communication products, and the overall production schedule.
Script / Storyboard development
Activity: Prepare and refine interview and/or survey guides in coordination with the GGGI team, adapting them to the different stakeholder types (public sector, private sector, civil society, local communities). Develop a storyboard or visual script for the institutional video.
Expected Result: Approved interview guides and storyboard to serve as a reference for filming and editing the audiovisual materials.
Initial narrative document structure
Activity: Develop a preliminary draft of the structure for the narrative document (final case study format) in coordination with the GGGI team.
Expected Result: A validated narrative document structure to serve as a framework for collecting and organizing information throughout the process.
Activity 2. Production (Fieldwork)
Data collection through interviews and/or surveys with key stakeholders
Activity: Conduct progressive interviews and/or surveys with stakeholders involved in the pilots, including representatives from public institutions, private sector (including finance), local communities, and civil society organizations. Approximately 2–3 interviews per stakeholder are expected at different stages of implementation.
Expected Result: High-quality audiovisual recordings (image and sound) reflecting the perspectives, experiences, and lessons learned of the key stakeholders involved.
2.2 Filming and editing of supporting footage in field
Activity: Record and edit supporting footage (b-roll) of planning sessions, workshops, and meetings in Lima and in the project’s target regions: Tambopata National Reserve (Madre de Dios), Potential Habitat Bank site (San Martín) and Buffer Zone of Huascaran National Park (Ancash). The Consultant will also cover all associated logistics, including per diems, transport, and accommodation.
Expected Result: Edited and organized b-roll footage that complements the interviews and reinforces the message of the institutional video, delivered in high technical quality and ready for institutional use.
Activity 3. Post-production
3.1. Institutional video editing
Activity: Edit a final institutional video (3–5 minutes) combining interviews, b-roll, and a coherent visual narrative. The video must include royalty-free music and subtitles in both Spanish and English.
Expected Result: A GGGI-approved institutional video summarizing the full implementation process of the pilots, ready for official presentations and public dissemination.
3.2 Individual testimonials clips
Activity: Edit and deliver each full interview as an independent product, including relevant b-roll footage. Each clip must be of high technical quality and ready for institutional use.
Expected Result: 2–3 minute testimonial clips delivered as standalone products, suitable for communication activities, reports, and events.
3.3 Quantitative and qualitative results analysis
Activity: Conduct a quantitative and qualitative analysis based on the data collected from interviews and/or surveys with stakeholders. The analysis should include variable segmentation, co-variable relationships, and national/regional context analysis, among other relevant aspects derived from the data.
Expected Result: A written analysis document presenting results in narrative and visual formats, with key recommendations and conclusions. A clean Excel file (Raw Data) containing all compiled data and transcripts.
3.4 Designed narrative document
Activity: Develop a professionally designed narrative document (final case study format) aligned with GGGI’s visual identity. The document must include key quotes, photographs, and a comprehensive narrative covering all stages: planning, implementation, results, and lessons learned.
Expected Result: Final document delivered in editable and PDF formats, approved by GGGI, serving as both a record and a dissemination tool for the project’s achievements.
3.4 Systematization and archiving of original materials
Activity: Deliver all raw materials (interviews, b-roll, audio, photos), properly organized and classified, to the GGGI team. Include all edited and final versions of deliverables. Integrate feedback from GGGI in preliminary versions prior to final approval.
Expected Result: Complete institutional archive submitted to GGGI, including all raw and final materials, ready for future use, storage, and dissemination.

IMPORTANT TIMELINES:
The consultancy is expected to be carried out between January 2026 and January 2027, over a total period of approximately 365 calendar days.
The tender submission deadline is 05 December 2025, 16:00 pm KST (Korean Standard Time).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 05 December KST, then the due date for submission of request for clarification is 16:00 28 November KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
