Africa’s large endowment of critical minerals still generates limited in-continent value because exports remain largely raw and midstream investment is constrained by power, logistics and offtake gaps. Continental frameworks (AMV, Africa Commodity Strategy, AGMS) therefore prioritize mineral based linkages and regional value chains. Evidence indicates that well governed State participation and local investors can deepen these linkages more effectively than purely enclave FDI models. It is within this context that the AfDB recruited an Individual Consultant to develop an analytical report and guidelines on “smart” State participation and local-capital mobilisation to crowd in private investment and build competitive, green mineral value chains in Africa.
