 Assignment Title: Develop bidding documents, terms of reference, technical specifications and other supporting documents for the ICT upgrade of the National Water Commission (NWC) in Jamaica

The Caribbean Community Climate Change Centre has received financing from the World Bank toward the cost of the Preparation Grant for the Caribbean Water Security and Sector Efficiency Multi-Phased Approach (MPA) Program and intends to apply part of the proceeds for consulting services.

 The consulting services (“the Services”) include developing bidding documents, terms of reference, technical specifications and other supporting documents for the ICT upgrade of the NWC in Jamaica.  This is essential for NWC to launch tender processes to purchase the required hardware and software and engage ICT experts for the implementation of upgraded GIS/AMS, FIS, WMS and EDRMS to support its ICT modernization. These documents are to be structured to ensure the cost-effectiveness of these upgrading undertakings and efficiency in the procurement processes.  The consultancy is for approximately 3 months, which is expected to start in June 2026.

 The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.

 The Caribbean Community Climate Change Centre now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Technical Competence of Consulting Firm

The consulting firm is expected to demonstrate expertise in the following areas:

 

Minimum of 12 years of corporate experience in providing consulting services for water supply and sanitation infrastructure projects, with a specific focus on urban and peri-urban contexts.

Minimum of 3 successfully completed projects involving low-cost sanitation solutions, on-site sanitation systems, or community-scale wastewater treatment facilities in high-density urban or informal settlement environments.

Demonstrated experience working with international financial institutions (World Bank, IDB, CDB, ADB, AfDB) or bilateral development agencies on water and sanitation sector projects, including preparation of feasibility studies, master plans, or investment proposals.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection Method set out in the Procurement Regulations.

Expressions of Interest (EoI) must be uploaded as PDF Files to https://caribbeanclimate.bonfirehub.com/ on or before 2:00 p.m. (GMT-6) Wednesday May 6, 2026.  EoI submitted via email will not be accepted.  All clarifications must be submitted via Bonfire.

All suitably qualified Consulting Firms are invited to submit an EOI accompanied by the following application documents:

      A.    Letter of Motivation outlining motivation and how their experience, skills, qualifications, and professional networks fit with the required job description.

     B.     Qualification and experience of the Firm relevant to the assignment

C.    Evidence that skilled experts with advanced degrees and expertise in the following field are available: I.T., Computer Science, Business Analytics, GIS/AMS, and/or other relevant fields as per the ToR. Provide general information on the number and qualification (brief background/bio) of key expert staff attached to the firm or available for assignment). Key Experts will not be evaluated at the shortlisting stage.

 D.    Statement that the consulting firm/team will be required to commence activities immediately after contract signature.

 E.     Incorporation documents demonstrating the members of the Firm’s Board of Directors and the Firm’s Certificate of Registration. In the case of a JV, documents for both firms.

 F.     Completed Anti Money Laundering Form
