The procurement is not subject to public procurement procedures. Submission of tender proposals and opening of proposals will be carried out electronically using the Unified Electronic System for State Procurement, with certain modifications.

The preliminary/estimated cost of the procurement is open in the electronic system, however, tenderers can submit a bid price that may be higher or lower than the estimated cost. In addition, the determination of the price of the tender proposal is the responsibility of the tenderer, which should be based on current market prices and other factors that may affect the valuation of the goods submitted.
Please note that the selection is carried out in accordance with the “Price Quotation” procedures, as defined in the World Bank Procurement Regulations - “The World Bank, Procurement Regulations for IPF Borrowers, PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, First published July 2016, Fifth Edition September 2023)”.
