Georgia has received a loan from the World Bank (WB) to finance the Sustainable Agriculture, Irrigation and Land (GRAIL) Project. Part of the funds are planned to be used to purchase an off-road vehicle for the Ministry of Environment Protection and Agriculture of Georgia.
The procurement is not subject to public procurement procedures. Submission of tender proposals and opening of proposals will be carried out electronically using the Unified Electronic System for State Procurement, with certain modifications. The main modifications of the Unified Electronic System for State Procurement are as follows: - The functionality of three rounds of bidding has been canceled. Additional rounds of bidding are not used. - The preliminary/estimated cost of the procurement is open in the electronic system, however, tenderers can submit a bid price that may be higher or lower than the estimated cost. In addition, the determination of the price of the tender proposal is the responsibility of the tenderer, which should be based on current market prices and other factors that may affect the valuation of the goods submitted. Please note that the selection is carried out in accordance with the “Price Quotation” procedures, as defined in the World Bank Procurement Regulations - “The World Bank, Procurement Regulations for IPF Borrowers, PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, First published July 2016, Fifth Edition September 2023)”. * The person signing the price quotation form must have a document confirming the authority to sign. ** The price quotation participant must record the total price of the proposal in the Unified Electronic System for State Procurement. |
