The project would have the following components: (a) expansion and improvement of early childhood services and preschool education; and (b) improvement of quality framework for basic education, especially at the municipal level. Status: Approval pending definition. Estimated total cost: US$ 40 million. Loan amount: US$ 10.0 million. Procurement: Consulting service would be required for early childhood initiatives, early childhood education and development of instruments to strengthen management and efficiency of municipal schools administration. The project has the following components: Component 1: Expanding coverage and improving the educational infrastructure (US$29.74 million). The goal is to expand the coverage of EI and EF by enlarging and improving school infrastructure. Component 2: Improving the quality of education (US$15.05 million). The goal is to improve student performance in the EI and EF network. Component 3: Management, Monitoring, and Evaluation ($ 5.0 million). This component will strengthen the capacity of the SEMED to manage the educational network. Component 4: Program Management ($ 2.21 million). In order to provide the SEMED with the capacity to run the program, the following activities will be undertaken (i) the creation of the project management unit; (Ii) the acquisition of property for its operation; and (iii) the provision of management support and an external audit. Status: Approved by the Board on 16 December 2014. Estimated total cost: US$ 114 million. Loan amount: US$ 52 million. Executing agency: Prefeitura Municipal De Manaus.

The project seeks to expand elementary education (EF) by (a) constructing 14 new Municipal Elementary Schools (EMEF), which will add 13,440 new jobs to municipal Manaus, increasing the rate of EF service 100%; (b) expanding access to early childhood education, increasing coverage in preschool from 65% to 80%, which will add 8,640 new jobs through the construction of 18 new municipal daycare centers (CMEI); (c) improving the conditions of basic education by replacing schools currently operating in rented buildings (40 schools are to be built; (d) improving school performance in elementary schools by offering tutoring for 32,000 students and implementing programs for 37,000 students, which will include innovative projects in Portuguese Language and Mathematics for half of the students; (e) providing initial and continuing training for 12,000 teachers and 1,200 school
administrators through a technical assistance; and (f) strengthening the institutional capacity of Municipal Education through implementing tools for more effective monitoring and evaluation, adhering to the “Evaluation of Educational Achievement of Amazonas” (SADEAM), deployed by the state government, and incorporating them into the Rating System Educational Performance of Manaus (SAEDE), and the design and implementation of a monitoring system for quality early childhood education, and consolidating its institutional relations with the private sector that is active in the Manaus Free Zone for building intersectoral solutions aimed at improved academic performance in public schools.
