2.5 Detailed task description
- The SDC provides support to international networks, multilateral organizations, and programs and projects, particularly in West Africa but also in the Balkans, South and East Asia and in the Middle East. It also contributes to the Global Partnership for Education (GPE), a global fund with a mandate to support universal access to a quality education. It aims to increase funding for education and to support the implementation of national education-sector plans.
The Education Focal Point (EFP) and its team, which are in charge of SDC's Education area, are looking for an organization to assume a backstopping mandate aimed at strengthening the quality, effectiveness and implementation of the SDC's work. The backstopper will provide the Education team with methodological assistance in its general activities, as needed. The backstopper will support SDC's Education Network, a platform of practitioners, both internal and external to SDC, on thematic and organizational aspects but also on communication issues. For example, the backstopper will be called upon to organize, facilitate and ensure follow-up on meetings of the Education Network, collaborate in writing position papers or analyses for the SDC, or ensure that information is circulating within the Network. Finally, the backstopper will support the Education team in its knowledge and information management and policy dialogue with the GPE. The SDC seeks to strengthen its position in policy dialogue within the GPE's Board of Directors, in the national processes within the GPE partner countries, but also in the critical analysis of new trends. The backstopper could, for example, analyse documents and proposals for funding or reforms regarding the GPE and its partner countries. The SDC will mandate an organization comprising specialists in the field of educational policies at the international level. This organization will have expertise in how global funds are administered and will have its own contacts or networks in the education sector. In addition, a requirement is proficiency in the Swiss national languages as well as English. As a significant proportion of the members of the Education Network are located in West Africa, much of the communication is conducted in French, whereas communication within the GPE is usually in English.
