Invitation for Bids
1. The Government of Uganda has received financing from the World Bank toward the cost of the Second Kampala Institutional and Infrastructure Development Project (KIIDP2), and intends to apply part of the proceeds toward payments under the contract for Design and Development of the Property Management Information System, City Address Model (CAM) and the KCCA Corporate GIS
2. The Kampala Capital City Authority, the implementing agency for the project, invites sealed bids from eligible bidders for Design and Development of the Property Management Information System, City Address Model (CAM) and the KCCA Corporate GIS
3. The Scope of the CAM/CAMPV System
KCCA is seeking the services of a vendor to design and develop a Computer Aided Mass Property Valuation Information System, City Address Model (CAM) and The KCCA Corporate GIS (CAM/CAMPV System). The vendor will also use the existing data to carry out mass valuation using the developed system based on a suitable model. The developed system will support the sales comparison, cost and income (rental) approaches to value.
The CAM/CAMPV scope shall include the following:
I. Development of a City Address Model that will enable KCCA to monitor infrastructure investments on the ground and support local revenue mobilization.
II. Enhancement of the capacity of GIS to address KCCA needs including the development of an urban land use database at plot, village and parish levels, linking urban services management with revenue functions. Specifically, this should lead to the establishment of a Corporate GIS.
III. Carrying out the functions of valuation, revenue data base management & Document management, information & reports management, assessment, billing, enforcement, notification, revenue projections & simulations, dispute resolutions including appeals and objections, provide an audit trail and tax payers’ education.
IV. Interfacing with the existing revenue management systems like eCitie which manages payment processing and any other relevant systems like the SMS platform for communication and other Relational database driven systems.
V. Building capacity of staff on how to use, maintain and regularly improve or extend the developed systems in order to ensure that updates/changes in revenue administration and valuation rolls for both the supplementary and subsequent main valuation are taken into consideration for posterity.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Jan 2011 revised July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
5. The Qualification requirements among others include:
a) Having developed and implemented at least three (3) CAM/CAMPV similar Systems.
b) Shall have at least 12 years of working experience with public sector in ICT, Property management system, City Address Module incorporated with GIS in implementation of projects worth USD 3 million.
c) Shall have evidence/ certifications of establishment of internationally recognized or home-grown quality process in software development of CMMI Level 5, ISO/IEC 27001, TMMi Level 5.
d) Must demonstrate average annual turnover of at least USD $9 million over the past three years, i.e. (2016, 2015 and 2014)
e) Must provide a certificate of engagement and proof of availability of all the proposed staff for the project signed by the staff
f) Shall demonstrate local presence in Uganda to provide timely post implementation support, assimilate well with the different local cultures during implementation, and offer continuity after implementation. Foreign bidders are encouraged to partner with a local company in this regard
g) Bidders shall provide Manufacturers Authorization Letter, Authorization letter from software manufacturer and confirmation from Software Manufacturer that the bidder is certified Implementation Partner. In case the bidder is the OEM of the proposed solution bidder should confirm the same in writing.
h)The bidder shall have his own training center with a training capacity of at least 20 trainees
6. Interested eligible bidders may obtain further information from Kampala Capital City Authority, Procurement & Disposal Unit and inspect the bidding documents during office hours 0900 to 1700 hours at the address given below.
7. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Uganda shillings; three hundred thousand (Ugx 300,000/=) only. Bidders are advised to collect Bank Payment Registration Slips at the address below and make payment to any of banks authorized to receive Non Tax Revenue fees on behalf of KCCA
8. Bids must be delivered to the address below on or before Thursday, 28th September 2017 at 10:30am, electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on Thursday, 28th September 2017 at 10:35am
9. All bids must be accompanied by Bid Security of; Uganda Shillings; One hundred million (Ugx 100,000,000/=) or the equivalent in any other freely convertible currency
10. The attention of prospective Bidders is drawn to
I) The fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and
II) That violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
