Invitation for Bids (IFB) for

Procurement of Specialized ICT Equipment (UHF Radio Terminals and Related Installations) for DSCC, Package No.: URP-DNCC/G-1.3

  1. The Government of Bangladesh (GOB) has received financing from the World Bank toward the cost of theUrban Resilience Project-DNCC Part, and intends to apply part of the proceeds toward payments under the contract for Procurement of Specialized ICT Equipment (UHF Radio Terminals and Related Installations) for DSCC.
  2. The Urban Resilience Project-DNCC Part, Dhaka North City Corporation   now invites sealed bids from eligible bidders for Procurement of Specialized ICT Equipment (UHF Radio Terminals and Related Installations) for DSCC. The location of delivery of goods is Dhaka, Bangladesh. The delivery period is six months from the date of contract. Qualifications requirements of the bidders include: (i) general experience of manufacturing/supplying of the proposed goods is at least five years; (ii) specific experience of supply similar type of goods (similar functional and technical characteristics) of at least one contract value of USD 525000.00 (Five hundred and twenty five thousand US Dollar) between January 01, 2013 and bid submission deadline; (iii) minimum total amount of available liquid asset and/or working capital and/or credit facility of  USD 525000.00 (Five hundred and twenty five thousand US Dollar) or equivalent. A margin of preference for certain goods manufactured domestically shall be applied. More detail qualifications requirements are provided in the bid documents.
  3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers, January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
  4. Interested eligible bidders may obtain further information from the  Project Director, Urban Resilience Project-DNCC Part, Dhaka North City Corporation, Electronic mail address: tariqbinyousuf@gmail.com and inspect the bidding documents during office hours (0900 to 1700 hours) at the address given below.
  5. A Pre-Bid meeting will be held at 11.30 a.m. local time (GMT + 6 hrs.) on 21 January 2018 at the Office of the address below.
  6. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of BDT 4000.00 (Four Thousand Bangladesh Taka) or US$ 50.00 (Fifty US Dollar). The method of payment will be cash or bank draft.
  7. Bids must be delivered to the address below on or before 02.00 p.m. local time (GMT + 6 hrs.), 20 February 2018. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 02.15 p.m. local time (GMT + 6 hrs.), 20 February 2018.
  8. All bids must be accompanied by a Bid Security of in favor of the “Project Director, Urban Resilience Project-DNCC part” in the form of an unconditional and irrevocable Bank Guarantee/Bank Draft/Pay Order from a reputed bank. The amount and currency of the bid security shall be BDT 1100000.00 (One Million and One Hundred Thousand Bangladesh Taka) or  USD 13750.00 (Thirteen Thousand Seven Hundred and Fifty US Dollar).
