REQUEST FOR EXPRESSION OF INTEREST

ASSIGNMENT TITTLE: CONSULTANCY SERVICES FOR PROVISION OF TECHNICAL ASSISTANCE IN PROCUREMENT AND CONTRACT MANAGEMENT (PROCUREMENT SPECIALIST).

1.   The Government of Zanzibar (GoZ) thorough the Ministry of Finance and Planning Zanzibar has received an additional credit (additional financing) from the International Development Association (IDA) towards the cost of the Zanzibar Urban Services Project (ZUSP).  It is intended that part of the proceeds of the credit will be used to cover eligible payments under the contract for Consultancy Services for provision of technical assistance in Procurement and Contract Management (Procurement Specialist).

2.   The Consultant will support the Project management team (PMT) (i) to strengthen the procurement and contract management activities in Zanzibar Urban Services Project and assist Project Management Team in implementation and monitoring project activities based on the World Bank Standard Procurement Procedures and the Public Procurement and Disposal of Public Asset Act, No. 11 of 2016 and its Regulations. (ii) To develop procurement and contract management capacity of the PMT and other stakeholders involved in the implementation of ZUSP. The assignment shall be for an initial period of twelve (12) months which may be extended based on satisfactory performance and project needs

3.   The Ministry of Finance and Planning now invites eligible individual consultants (experts) to submit their expression of interests in providing these services. Interested consultants must provide cover letter and curriculum vitae representing description of similar assignments and experience in similar conditions and availability of appropriate skills.

4.    The qualification and experience requirements shall include the following:-

  •  At least graduate degree from a recognized university in Procurement, Law, engineering, Finance, accounting, commerce or any related field.
  • ·Procurement Specialist shall have in-depth knowledge and understanding of World Bank’s procurement guidelines and procedures along with good understanding of the use of the Bank’s system for procurement transactions (STEP).
  • At least ten years post graduate experience in public procurement, with emphasis on donor and government funded projects.
  • Minimum of five years in World Bank/African Development Bank procurement procedures.
  • The Procurement Specialist must have experience of using internet based applications, and demonstrated computer skills, especially using and working with Microsoft Office applications including MS Word, MS Excel and MS Power Point and other related applications.
  • Strong analytical skills, and the ability to synthesize complex concepts and to communicate them effectively;
  • Good communication and social skills; demonstrated initiative, synthesis, personal dynamism and self-motivated;
  • Fluency in spoken English and ability to write lucid reports and documents in English is required; working knowledge of Kiswahili is desirable;
  • Strong organization skills and ability to work in a team-oriented, culturally diverse environment;
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
  • Ability to handle multiple tasks simultaneously, set priorities, and work independently, or under minimum supervision.

5.   Attention of interested consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and employment of Consultants under IBRD Loans and IDA Credits & Grants by World Banks Borrowers, dated January 11 (revised July 2014), setting forth the World Bank’s policy on conflict of interest.

6.   A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the consultant Guidelines.
