Assignment Title: Communications Specialist

The Rural Services Delivery Project (RSDP) is jointly funded by the Government of PNG, Government of Australia and the World Bank. The Department of Provincial & Local level Government Affairs intends to apply part of the proceeds for consulting services.

This Consultancy service is expected to ensure effective communication and inclusive engagement with key project stakeholders throughout the project- cycle in accordance with the Project’s Environmental and Social Management Framework. The services include;

Effective Communication and Engagement

  • Develop a stakeholder engagement and communication strategy and action plan which identifies/maps key stakeholders and outlines clearly articulated strategies/approaches/tools for effectively engaging them.
  • Develop project branding and communication material such as a logo, brochures, posters and other illustrative material targeted at key stakeholder groups;
  • Provide inputs into other project sensitization and training materials to ensure they adequately consider cultural, gender and education/literacy dimensions.
  • Work with a web designer to develop website and social media products. 
  • Support the production of 2/3 press releases and the development of 2/3 impact feature stories on the project per year
  • Provide general advice to the PMU and targeted inputs during the implementation of the project as needed
  • Provide high-level support to the PMU during the on-ground establishment of the feedback and grievance mechanism, in order to ensure that the information regarding the mechanism is widely and accessibly provided to stakeholders and project-affected people. This may include the development of dissemination materials and input to the template for lodging grievances.

The Department of Provincial Local Level Government Affairs now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Jan 2011, Revised July, 2014 edition). This source can also be found at the web link indicated below.
