1.    The People’s Republic of China has received a loan from the World Bank, toward the cost of Jiangxi Poyang Lake Basin Town Water Environment Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Sewerage pipe network works in the north district of Fengxin county (Contract No.: FXX-CW-01). 

2.     Instrimpex International Tendering Co., Ltd (CNIITC, the Procurement Agent), authorized by and on behalf of Bureau of Urban Management of Fengxin County ( the Employer) through the Jiangxi Urban Construction Foreign Fund Utilization Office (the Purchaser), now invites sealed bids from eligible bidders for the contract mentioned above.

The scope: the diameter of rainwater pipe and sewage pipe  is DN150mm～DN1800mm with total length 25.91km,  channel 445m, box culvert 1265m,dredging 8858m³ etc.

The construction period is 18 months.     

3.     Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Procurement Guidelines.  The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of the World Bank. 

4.    Interested eligible bidders may obtain further information from Instrimpex International Tendering Co., Ltd (CNIITC, the Procurement Agent) , and inspect the Bidding Documents from  August  26, 2019 to September 26, 2019, every day from 8:30 to 11:00am, 13:30 to 16:00pm Beijing time, excluding public holidays, at the address given below. Bidders shall read the bill of quantities together with the instructions to bidder, the general conditions of contract, the special conditions of contract, and technical specifications and drawings. 

5.     The main qualification requirements of the bidder include:

5.1 Qualified as an independent legal person, with the first-class or higher professional qualifications for municipal public works construction general contracting and effective safety production licenses;

5.2  The net assets of the bidder (calculated as the difference between the total assets and the total liabilities) should be positive;

5.3  Over  the past three years, the minimum annual turnover is CNY 192.25 million equivalent or more;

5.4  It can meet the cash flow requirements of CNY 19.22 million equivalent under this contract and the total cash requirements under other committed contracts;

5.5  Over the past 5 years, as a contractor, management contractor or subcontractor, it implemented at least two similar (rainwater or sewage pipeline laying) contracts, and the contract amount the bidder is responsible for each time is not less than CNY92.28 million equivalent; 

5.6  Over the past 5 years, it has the construction experience of HDPE winding reinforced pipe with a cumulative length of not less than 11 km in two contract;

5.7  Project Manager with the qualifications of the first-level registered construction engineer for municipal public works or higher; Chief Engineer with the qualifications of senior engineer or higher for municipal works;

In addition, the bidder must also provide but not limited to the following documents to demonstrate the qualifications and experiences of the bidder: the supporting documents showing its qualifications, financial situations, personnel qualifications and manufacturer's certification in response to the “Bid Documents”, as well as the letter of contract award, contract agreement, completion acceptance report, construction progress reports issued by the supervising engineer. Reports, construction supervision reports, and payment certificates for completed works, etc.. The originals of the above-mentioned supporting documents shall be sent to the Jiangxi Urban Construction Foreign Fund Utilization Office (3rd Floor, Building 5, West Administrative Center, No. 999 Wolong Road, Honggutan New District, Nanchang City, Jiangxi Province) for record at 9:30 am on the following day of bid opening.

6.  Bidders should pay attention to the provisions of Article 4 of the bidding document regarding the eligibility and conflict of interest. All bidders with conflicts of interest are unqualified bidders.

7.  Any questions or complaints regarding the bidding process or contract award should be addressed in writing to the Purchaser at e-mail account of jaffo@126.com. Bidders are free to copy  their such communications to the international financing institution (IFI) concerned at e-mail account of xli@worldbank.org. In case the Purchaser does not respond promptly, or the complaint is against the Purchaser, the bidders can also write to the IFI concerned directly.

8.    Interested qualified bidders may submit the application for the purchase of the bidding documents to the address specified in the invitation to bid and pay a non-refundable fee of CNY 2,500. The payment methods can be cash, cheque or remittance (Name of designated bank: Bank of Communications Beijing Fuwai Sub-branch, Account Name: Instrimpex International Tendering Co., Ltd., Account No: 110060239018002343611, Line No.: 301100000082). The bidding documents for remittance purchases will be sent by express mail. 

9.    Bids must be delivered to the address below at or before at10:00 am (Beijing time) on September 26, 2019.  Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10:00 am (Beijing time) on September 26, 2019. All bids must be accompanied by a bid security of not less than CNY 2.3 million.
