Contract Title: supply, delivery, installation and commissioning of Technical Education Workshop equipment for Uganda Petroleum Institute Kigumba (UPIK)

The Ministry of Education and Sports has received financing from the World Bank towards the cost of the Albertine Region Sustainable Development Project (ARSDP), and intends to apply part of the proceeds towards payments under the contract for supply, delivery, installation and commissioning of Technical Education Workshop equipment for Uganda Petroleum Institute Kigumba

  1. The Ministry of Education and Sports (MoES) now invites sealed bids from eligible bidders for the supply, delivery, installation and commissioning of technical education workshop equipment for Uganda Petroleum Institute Kigumba
  2. The equipment to be supplied are in 3 (three) lots. Details of the lots are here below;

         Lot1:   Supply of petroleum operations equipment,   instrumentation laboratory equipment, technician’s   toolbox, instrumentation accessories

        Lot 2:      Supply of mechanical workshop equipment

  Lot 3:      Supply of electrical workshop equipment, simulators, manuals, charts and software and instrumentation equipment

The delivery period is 20(twenty) weeks. A margin of preference shall apply

  1.  Bidders may bid for one or several lots, as further defined in the bidding document.  Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
  2. Bidding will be conducted through the International Competitive Bidding (ICB)

              procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 revised  July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

  1.  Interested bidders may obtain further information from the Ministry and inspect the bidding documents during office hours from 9.00 am to 4.00 pm Monday to Friday with effect from Monday 30th September 2019at the address given below at 9(a).
  2. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX. 100,000= (Uganda Shillings one hundred thousand only). The method of payment will be through obtaining Bank Payment Advise Forms from the cashier on 5th Floor, Embassy House and payment at the designated Bank with effect from 30th September 2019.  On presentation of proof of payment, bidding documents may then be collected from the address below with effect from 30th September 2019.
  3. Bids must be delivered to the address below at 9 (a) on or before 10.00 am on 13th November2019. Electronic bidding will not be permitted. Late bids shall be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below;
  4. All bids must be accompanied bya bid security (for each lot) of the amount and currency as per the table below, or an equivalent amount in a freely convertible currency;
