The Government of the Republic of Zambia (GRZ) through the Road Development Agency (RDA) (hereinafter called” Borrower”) has received financing from the International Development Association (IDA) in the form of a “credit” (hereinafter called “credit” toward the cost of Consulting Services for the Monitoring of Output and Performance based Road Contracts (OPRC) Packages 11 and 12 in Southern Province. The RDA, an implementing agency of the Client, intends to apply a portion of the proceeds of this credit to eligible payments under the contract for which this REOI is issued. Payments by the Bank will be made only at the request of the National Road Fund Agency (NRFA) and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the Financing Agreement for the Improved Rural Connectivity Project (IRCP). The Financing Agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the financing agreement or have any claims to the proceeds of the credit. 

The RDA as the implementing agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the required Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The overall objective of the services is to perform the monitoring of works on two (2) proposed Output and Performance-based Road Contracts (OPRCs) in Southern Province to optimal, cost-effective and economically justified standards. 

The specific objectives of this assignment will be to:

  1. Review the detailed engineering designs to be produced by the Contracting Entity;
  2. Provide technical and financial supervision of the rehabilitation works in order to ensure that works are carried out in accordance with the contract specifications and to the satisfaction of the implementing agency; and
  3. Provide oversight on the project during the maintenance phase of the project while also supervising any emergency works.

The assignment is expected to commence in May 2020 and is expected to be completed by May 2025. The consultant will be required to Plan and implement all activities within this time frame.

The short-listing criteria required to demonstrate qualifications and relevant experience to perform the Services include (i) experience of the firm in carrying out similar assignments, i.e. monitoring or supervision of performance-based road projects. Only experienced gained within the last Eight (8) years will be considered (ii) core business of the firm being in proposed area of the assignment, (iii) experience in similar conditions in regions or in Sub-Sahara Africa and (iv) qualification of the firms Directors/or firms Principals (and not key staff who may be presumed relevant to carry out the assignment as these are not required at this stage). Specific key staff requirements will be considered in the next stage and not during EOI preparation, EOI evaluation and shortlisting.

The attention of interested Consultants is drawn to Paragraphs 3.14, 3.16 & 3.17 of the World Bank Procurement Regulations for Investment Project Financing (IPF) for Borrowers for Goods, Works, Non Consultant Services and Consulting Services – July 2016 (revised November 2017 and August 2018) setting forth the World Bank’s Policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
