REQUEST FOR EXPRESSIONS OF INTEREST (REoI)
The Government of Iraq (GoI) represented by the Ministry of Construction and Housing, And Municipalities and Public Works (MoCHMPW)/ Roads and Bridges Directorate (RBD) has received a financing from the World Bank (WB) toward the cost of Transport Corridors Project (TCP).and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the provision for Road Safety Investment Strategy and Safety System Projects
The main objective of the Consultant’s assignment is to prepare/develop, 1) Road safety management capacity review, 2) Definition and adoption of a Multi-Sectoral Road Safety Investment Strategy that is consistent with international standards and best practices and tailored to Iraqi conditions. Besides investments proposal, this Strategy will include a set of policy, regulatory and institutional reform actions that should be adopted and implemented, 3)Develop a data collection system and setup of an observatory for crash data for expressway No.1 Southern and Eastern Segment (Total about 1000 km), 4)Develop a pilot project for speed management on Expressway No.1- Southern Segment (about 500km)
The MOCHMPW/RBD now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information indicating that they have the required qualifications and relevant experience to perform the Services: (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff and so forth). Consultants may associate with other firms in the form of a joint venture or a sub Consultancy to enhance their qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines, July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the (QCBS) method set out in the Consultant Guidelines.
