Government of Punjab, Planning & Development Board in collaboration with World Bank Group (WBG) is implementing the Punjab Tourism for Economic Growth (PTEG) Project with the total project cost of USD 55 million over five years. The project aims to promote tourism sector through strengthened institutional capacity, increased private sector participation and improved infrastructure services in support of the tourism industry in the province of Punjab.
PTEGP intends to invite eligible consulting firms, to indicate their interests for the aforementioned assignment. The interested firms should provide information demonstrating that they have the required qualifications/competencies and relevant experience to perform the required services.
Firms should provide information about their eligibility and competencies in the following areas:
- Existence as a legal Entity: Legal incorporation or establishment and registration.
- General Experience: At least 5 years, of experience in developing communication campaigns.
- Specific Experience: At least 2 Tourism, Cultural and/or Heritage related activities completed during last 5 years.
- Availability of technical facilities and equipment (whether owned or through a documented agreement) to carry out relevant communications, public relations and marketing tasks in print, electronic and digital media.
- Availability of appropriate skills and staff which may include creative concept and content generation, branding, design and delivery of high-profile communication material and campaigns for a diverse local, national and international audience to demonstrate that the company is qualified to perform the services.
- Weightage will also be given to those applicant firms that have experience of working with development partners, multinationals and/or public sector organizations on similar assignments.
- The applicant firms must not be debarred to participate in the competition process by World Bank. Bank’s debarment list will be used for reference.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants, January 2011 revised July 2014 (Consultants Guidelines) by World Bank Borrowers.
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Complete detail of any such joint venture or sub-consultancy shall be required.
- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines following a national market approach.
Expressions of interest must be delivered in a sealed envelope clearly marked as “Expressions of Interest for “Media and Communication Outreach Strategy.” to the address: “Project Manager PTEGP, 175-A, Upper Mall Scheme Lahore” latest by 1600 hrs. by March 30, 2020.
