This notice in no way obligates the U.S. Government to issue an RFP and/or award a contract. Issuance of the RFP is subject to the availability of funds and other internal USAID approvals. The information contained in this notice is subject to modification and in no way binding to the U.S. Government.

The United States Agency for International Development in Burma (USAID/Burma) intends to issue a Request for Proposals (RFP) for the “Investing in Independent Media (IIM) Activity”. This is a Cost-Plus-Fixed-Fee (CPFF) completion type contract, covering a total estimated period of four years. The purpose of IIM is to promote public interest journalism that promotes accountability and inclusivity by supporting local and national media houses and independent journalists. The primary performance objectives of the activity are to: (1) Alleviate political, financial, and legal pressures on Media Houses and journalists that publish news and investigative reports; (2) Increase financial independence and viability of local and national media. USAID envisions the IIM activity will couple core support with creative methods to further incentivize and reinforce the steps taken by media houses to become financially independent. USAID envisions IIM to work with individuals, associations, and networks to help support journalists to be able to take reasonable risks to cover issues critical to Myanmar’s democratic and economic future, for example, corruption, land, peace, and conflict.
This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1).
