1.The People’s Republic of China has received financing from the World Bank toward the cost of Yunnan Honghe Prefecture Diannan Center Urban Transport Project, and intends to apply part of the proceeds toward payments under the contract for ICB Procurement of Goods of Traffic Safety Improvement Equipment and Facilities (MZ-GD-07).

2.The Instrimpex International Tendering Co., Ltd (CNIITC, the Procurement Agent), authorized by and on behalf of Bureau of Housing and Urban-Rural Development of Mengzi City (the Purchaser), now invites sealed bids from eligible bidders for the equipment and related services as follows. The bidders are required to bid for all the items required in the Schedule of Requirement.

(1). Supplement to setup of traffic police command center: 
1.1 Internet and video private network boundary access platform; 
1.2 Supplement to city brain system;
(2). Equipment of intelligent traffic field system: 
2.1 Intelligent inspection system; 
2.2 intelligent zebra crossing system; 
2.3 Snapshot system for right-steering motor vehicle yielding to pedestrians (using the existing electronic police device); 
2.4 One-way snapshot system; 
2.5 180° panoramic camera system; 
2.6 Motor vehicle illegal parking snapshot system; 
2.7 Integrated pedestrian infrared voice warning system; 
2.8 video monitoring system; 
2.9 Electronic police system; 
2.10 signal control system; 
2.11 Road microwave flow monitoring system; 
2.12 LED guidance screen system; 
2.13 Traffic communication pipeline system; 
2.14 other equipment; 
2.15 Unmanned aircraft system.
(3).Road traffic signs and rod piece
(4).Road traffic isolation facilities
(5).Related services: local transportation and insurance, installation and commissioning of equipment, training and matching civil works
Contract period:270 days.

Eligible bidders must meet the following minimum qualifications requirements:
(a)Financial Capability 
  (i)Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years (2017-2019) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the 3 years calculated as the difference between total assets and total liabilities should be positive.
  (ii)Minimum average annual turnover of CNY 450 million or USD 65 million equivalent calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2017-2019).
  (iii) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 50 million or USD 7 million equivalent and current contract commitment.
(b)Experience and Technical Capacity
  (i)A domestic bidder must meet the following qualification certificate or equivalent requirement: (1) Grade I Certificate of Highway traffic engineering professional contract (Highway mechanical and electrical engineering) issued by Ministry of Housing and Urban-Rural Development of PRC; and (2) Grade I Certificate of Electronic and intelligent engineering professional contract issued by Provincial Department of Housing and Urban Rural Development; (3) Grade II or above qualification for professional contracting of Highway Traffic Engineering (highway safety facilities) issued by Provincial or above Department of Housing and Urban Rural Development, or Grade III or above qualification for Municipal public works construction general contracting issued by Municipal or above Department of Housing and Urban Rural Development.
  (ii)Successful completion within the last 3 years (from 2017 to deadline of bid submission), of at least: one urban intelligent transportation contract, with valued not less than CNY 120 million or equivalent in other currency (including at least five subsystems among the following subsystems: Snapshot system for right-steering motor vehicle yielding to pedestrians, Motor vehicle illegal parking snapshot system, Video monitoring system, electronic police system, signal control system, Road microwave flow monitoring system (information collection system), LED guidance screen system, city brain system (center platform software system)). The bidder should submit the contract, detailed scope of supply (include the price), acceptance certification and contact means of the Purchaser.

3.Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011, revised July 2014] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4.Interested eligible bidders may obtain further information from the Procurement Agent, Contact Person: Mr. Chen with the email: chentao13@cgci.gt.cn and inspect the bidding documents during office hours: 9:00 to 17:00 from 11 September 2020 at the address given below.

5.A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the Procurement Agent’s address below and upon payment of a nonrefundable fee of CNY 2000 or equivalent amount in a convertible currency. If mailing service is needed, an additional CNY 100 is needed for domestic bidder and USD 50 for foreign bidder. The method of payment will be on cash, cashier check or direct deposit (Name of Account: Instrimpex International Tendering Co., Ltd, Account: Fuwai Branch of Bank of Communications, A/C: 110060239018002343611). The Bidding Documents will be sent by courier. No liability will be accepted for loss or late delivery.

6.Bids must be delivered to the following address: Yunnan Provincial Public Resource Trading Center, Kunming, Yunnan, China, on or before 9:00 a.m. 28 October 2020. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the same address for bid submission on 9:00 a.m. 28 October 2020.

7.All bids must be accompanied by a Bid Security of CNY 3.8 million or equivalent amount in a convertible currency.
