Design and Supervision Services for Rural Roads Improvement

1. The Royal Government of Cambodia (RGC) with financing from the World Bank/ International Development Association (IDA) is implementing the Cambodia Roads Connectivity Improvement Project (the Project) which seeks to improve climate resilient rural road connectivity in selected provinces. The project consists of four components: (1) National and Provincial Roads Improvement; (2) Rural Roads Improvement, (3) Institutional Development and Project Management, and (4) Contingent Emergency Response. The project implementation period spans between July 2020 and July 2027. A detailed description of the project can be found in the Project Appraisal Document, available online[1].
2. Component 2 includes two sub-components. Subcomponent 2.1. Rural Roads Improvement includes carrying out (a) civil works for the climate resilient improvement and rehabilitation, safety and maintenance of selected existing rural roads in the Recipient’s provinces of Kratie, Kampong Cham, and Tboung Khmum; Subcomponent 2.2. Design and Supervision Services for the rural roads includes provision of technical assistance to support the Ministry of Rural Development (MRD), its Project Implementation Team (PIT) and its provincial offices during project implementation. The project measures under Component 2 are intended to rehabilitate rural roads to a climate resilient standard and to create sustainable and economically justified “all-year-round” access, allowing better human and economic development.
3. MRD is the implementing agency for Component 2 of the project and intends to apply part of the proceeds to finance goods, works, and consulting services to be procured under this project. The PIT supports and facilitates executing teams at the provincial level through the Provincial Departments of Rural Development (PDRDs) in their component implementation, and is responsible for project management and coordination, procurement and finance, reporting and communicating with the World Bank and key stakeholders.
4. To commence and implement the project, MRD/RCIP is urgently seeking for qualified and experienced consulting firm to undertake the services bellow:
A. Confirmation of selected roads
B. Design of climate resilient road rehabilitation
C. Socio-economic baseline, mid-term and post-construction surveys
D. Development, revision and supervise safeguard implementation including ESHS, and safeguard instruments (ESMF, RF, IPPF, and SEP) and conducting monitoring, reporting and evaluation (MRE) throughout project implementation
E. Support for procurement of civil works and ensuring that the ESHS provisions are consistent with the project’s ESMF, RF and IPPF, national requirements and international good practice standards
F. Works Supervision, Monitoring and Contract Administration
G. Ensure that the environmental and social safeguard aspects are well informed and incorporated in the design of rural roads Assistance to PEA in the project management and administration.
5. The Ministry of Rural Development now invites the Expression of Interest (EOI) from eligible consulting firms to provide the aforesaid services which are further detailed in the Terms of References (TORs) for the assignments. The detail services and qualification requirements are included the TOR that can be obtained from the point of contact below.
6. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, experience in the country/region, experience in similar type of assignments, experience with Multilateral Institution Financed Projects, specific experience, management structure and key company personnel, and so forth). Consulting firms may associate with each other to enhance their qualifications. A consulting Firm will be selected in accordance with the procedures of QCBS method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated January 2011, revised in July 2014.
7. Interested consulting firms can request for the detailed Terms of Reference (in English) for the given assignment from the address below during office hours from 8:00-12:00 am and from 2:00-5:30 pm, Monday to Friday, except government public holidays.
8. Expressions of interests must be submitted to the address below by January 18th, 2021 no later than 5:30 pm (local time in Cambodia).
