ASSIGNMENTTITLE: CONSULTANCY SERVICES FOR SUPERVISION OF ENVIRONMENTAL AND SOCIAL SAFEGUARDS IMPLEMENTATION IN THE CONSTRUCTION OF KABUYANDA IRRIGATION SCHEME DAM AND NETWORK

Government of Uganda has received financing from the World Bank towards the cost of the Irrigation for Climate Resilience Project (ICRP) and intends to apply part of the proceeds for consulting services for Supervision of Environment and Social Safeguards Implementation in the Construction of Kabuyanda Irrigation Scheme Dam and Network.

The consulting services (“the Services”) include (i) overall safeguards supervision of the construction activities including; approval of the contractor’s  Environment and Social Implementation Plan (ESIP), Compliance Assessment and Monitoring, Routine Supervision & Reporting; (ii)Water Quality Monitoring and  (iii) Fish & Biodiversity Monitoring.

The implementation period of the assignment is 48 Calendar months and is expected to commence in June 2021.

The Ministry of Water and Environment (MWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the firm’s capability and experience are: 

  1. A Minimum of eight (8) years of core business as a consultant in undertaking Environment and Social Safeguards Studies in large infrastructure (dams, irrigation schemes, Water Supply systems and transport projects.
  2. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability.
  3. Experience of at least three (3) similar assignments in nature and scope in the last 10 years.
  4. Experience in similar conditions with at least one (1) similar project in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa.
  5. Presence of appropriate skills among staff in the areas of; Environmental Safeguards expertise, Health and Safety, Biologist/Ecologist, Sociology. (Please do not submit CVs and bio data of experts at this stage).

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2018 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications in the form of a joint venture and/or lead/ sub-consultancy. Consultants shall indicate clearly whether the association is a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.  A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised November 2018.
