1. The National Sustainable Development Fund (FNDS), in coordination with other ministries and public institutions, has prepared a WB-financed operation entitled Conservation Areas for Biodiversity and Development project (MozBio 2) with the aim of increasing the effective management of Conservation Areas and improving the living conditions of the communities living in these Landscapes and intends to apply part of the financing to hire a Procurement Specialist.

2. The principal objective of the Procurement Specialists is to assure the elaboration of the Procurement Plan and guarantee its execution in a timely manner to guarantee the fulfillment of the Mozbio 2 project goals and objectives and for other projects managed by FNDS.

  1. In this regard, FNDS invites Individual Consultants to submit their applications for this position. The Procurement Specialist will be responsible for, among others:
  • Prepare and keep updated, if necessary, the procurement plan of Project Procurement Mozbio 2 and other projects domiciled in the FNDS and submit for the approval of the World Bank;
  • Ensure execution within the standards required in the World Bank's Procurement Plan Guidelines at all stages;
  • Ensure timely public tendering, provide information to potential competitors (suppliers, contractors and consultants), in accordance with the principles of economy, efficiency, transparency and reliable competition;
  • Formulate lists and technical specifications for hiring contractors, procurement of technical goods and services, participate in the elaboration of terms of reference for hiring consultants, in coordination with those responsible for components and sub-components;
  • Draw up Contest Documents (using World Bank standard documents or other formats acceptable to the Bank where applicable), invitation letters for tender, evaluation reports, contracts, and other documents necessary to implement the procurement activities of the project;
  • Obtain and prepare information relevant to requesting a "No Objection" from the Bank using STEP;

 

  1. The consultant should have:
  • Bachelor’s Degree in one of the following areas Law, Financial Management, Procurement Management, Economics, Architecture or Engineering;
  • Have at least 10 (ten) years of experience in procurement, with a minimum of 7 (seven) years in projects financed by the World Bank or similar multi-lateral institutions;
  • Have experience in contracting works,  goods and technical services, as well as consultancy services, including elaboration of ToRs, bid documents, opening and evaluating bidders' proposals, negotiating and managing contracts,
  • Fluency in Portuguese and English is a requirement.
  1. The consultant will be selected in accordance with the World Bank procedures defined in the “World Bank Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018, the hiring method will be Individual Consultant (IC).
  1. The criteria for evaluation of Expressions of Interest are: (i) 10 (ten) years of experience in procurement, with a minimum of 7 (seven) years in projects financed by the World Bank or similar multi-lateral institutions, (ii) experience in contracting works,  goods and technical services, as well as consultancy services, including elaboration of ToRs, bid documents, opening and evaluating bidders' proposals, negotiating and managing contracts; (iii) proven track record in improving the procurement performance and contracts management of institutions, projects and teams for which the candidate has worked for; (iv) Fluency in Portuguese and English is a requirement.
  1. The duration of the initial contract is twelve (12) months. The extension will be for successive periods of the same duration and subject to the satisfactory performance of the hired candidate and availability of funds.  Additional information and Terms of Reference may be obtained from the address below (paragraph 9), working days, from 8:00 am to 15:00 pm.
