CABEI requires to hire a specialized company, hereinafter referred as the Consultant in this document, in order to facilitate timely and informed actions, decisions and approvals by the MOP at the various stages of the Bidding Process for the Project, there is a need to provide detailed on-going transactional advice to MOP and build its internal capacity.

Towards this end, the PPP and Financial Advisor (the “Consultant”) will:

Provide to BCIE the services to assist the MOP to achieve the following main result: Selection of a well-qualified partner for the Public-Private Partnership for the Design, Construction, Operation and Maintenance of the Corredor Norte de David. These services will include conducting the pre-marketing, design and responses to the pre-qualification process and associated queries, evaluation of the RFQ applications, issuance of the Request for Proposal (RFP), the pre-bid conference if applicable, responses to the pre-bid queries, evaluation of bids, contract negotiations and signing.
Provide the necessary coordination services on behalf of CABEI for the engagement of Technical Advisors (TchA) and Legal Advisors (LA) in support of the transaction to enable the Commercial Close (PPP contract signing) up to the Financial Close (financing agreements signed) of the project; and
Impart specialized training to the MOP officials to enhance their skills specific to the launch of the Bid Process
