1. Introduction

The Government of Liberia has received a grant equivalent to USD 47 million from the International Development Association (IDA) to implement the Improving Results in Secondary Education (IRISE) Project, hereinafter “the Project”. The Project duration is four years.  The Ministry of Education (MoE) is the IRISE implementation agency responsible for project execution and results monitoring. The implementation will be overseen by the Ministry’s Senior Management Team (SMT). The IRISE Project intends to apply part of the proceeds of this Grant for the selection of a firm to supervise the construction and expansion of schools in Liberia as described below.

2. Background

The Project aims to support the Government’s efforts to increase equitable access and ensure that secondary education is of good quality and relevant for entry into today’s labor market and/or continued education and training. By investing in improved services for the marginalized, particularly girls and those living in disadvantaged rural areas, the World Bank will be supporting the Government in advancing its human capital potential. This project will provide youth with the knowledge and skills needed to enter the job market as key drivers of productivity and economic growth.

2.1 The Project’s development objective (PDO) is to improve equitable access to, and quality of, secondary education and provide a response to the COVID-19 pandemic. It will be achieved through a set of activities that are grouped into the following five components:

Component 1: Improving access and learning environment at the senior secondary level.

Sub-component 1.1: Improving access to senior secondary schools

Sub-component 1.2: Supporting school expansion, rehabilitation and renovation using a community empowerment approach (CEA)

Component 2: Increasing opportunities for girls to transition to and complete senior secondary education

Component 3: Improving quality and relevance of senior secondary education

Component 4: Capacity building, Technical Assistance, Project Coordination and M&E

Component 5: Contingent Emergency Response Component.

The progress towards the achievement of the PDO will be monitored through the following key indicators:

  • GER at the senior secondary level (percentage; and percentage female)
  • Increased percentage of public and community senior secondary schools with a qualified teacher each in Math, Science and English
  • Number of direct project beneficiaries (number of females).

Students' perception about the adequacy of the conditions of their schools to avoid the spread of COVID-19.                                                                           

The Project employs a hybrid funding approach including the financing of inputs for interventions supported under Components 1, 4 and 5, and a results-based financing (RBF) modality with DLIs for Components 2 and 3. Disbursements under Components 2 and 3 will be conditioned on the achievement of specified results, as measured by DLIs. Such approach reflects a shift from an emphasis on inputs to focusing on incentivizing the achievement of results.  

 3. Objectives of the Assignment

The objective of the proposed assignment is to provide management and supervision services for the construction of 3 new senior secondary schools in 3 targeted counties and the expansion of 25 junior secondary schools across counties of Liberia.

4.  Scope of Services

The MoE through the Department of Physical Environment will have the overall responsibility for implementing the Project sub-component that finances the assignment in reference.  The Consultant to be hired based on this Terms of Reference (ToR) will provide management and supervision services for the construction of 3 new (model) SSS facilities and the expansion of 25 JSS schools to SSS, through civil works that will include 3 new classrooms, science lab, computer lab, Water, Sanitation and Hygiene (WASH) facilities and fencing. The work should be done in accordance with the approved designs/building construction drawings, specifications, cost estimates, bills of quantities and other approved project implementation documents to building contractors, as well as ensuring their compliance throughout the project period.

The Consultant will interpret Designs, BOQs and cost estimates at the construction inception through to completion stages and will be responsible for ensuring that the construction of all facilities is completed within the agreed quality, cost and time thresholds.

The Ministry of Education now invites eligible consultancy firms (“Consultants”) to indicate their interest in providing the services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services by submitting the most current company profile.

5. Shortlisting Criteria

The Shortlisting criteria for the proposed assignment are:

  1. The Consultant should be a firm duly registered and incorporated nationally or internationally, meeting all legal obligations to operate a management consultancy firm,
  2. The Consultant should have extensive experience in management and supervision of civil works in the scope mentioned in the Terms of Reference or related works with at least 10 years’ experience in developing countries
  3. Should also have the financial and technical resources required to undertake the assignment.
  4. Experience in similar assignments
  5. General Qualifications and Number of Key staff (Appropriate skills and staff). Key staff will not be evaluated at the shortlisting stage.

Note: Only firm(s) with the required qualifications and relevant experience that meet the requirements of the REoI will be invited to submit technical and financial proposals.

The attention of Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and Fourth Edition, November 2020, setting forth the World Bank’s Policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consulting Firm will be selected in accordance with the Consultants Quality and Cost-Based Selection Method set out in the Procurement Regulations.
