1.0       BACKGROUND

The Government of Commonwealth of Dominica has secured financing from the International Development Association (IDA) credit and a Crisis Response Window Grant towards the cost of the Housing Recovery Project (HRP), under the Ministry of Housing and Urban Development and intends to apply part of the proceeds for recruitment of Communication Officer (consulting services).

2.0       OBJECTIVE OF THE ASSIGNMENT 

 To provide general support to the Project Implementation Unit in updating and disseminating information that has been created for the Project’s website.

3.0       BRIEF SCOPE OF THE ASSIGNMENT

  • Review and implement the Communication Strategy and Action Plan and work with PIU technical staff to confirm the “key messages” of the Communications Strategy and deliver across various media broadcast, as appropriate.
  • In collaboration with the PIU Administrative Assistant and technical staff, coordinate consultations, meetings and workshops during project implementation.

The Government of the Commonwealth of Dominica now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0       QUALIFICATIONS AND EXPERIENCE                                                         

The candidate must possess the following qualifications and experience:

Qualifications

  • Minimum qualifications: Bachelor’s degree (Communications, Public Affairs, Journalism, Marketing, or other related fields)
  • Formal training in Marketing, Communications or a related field is desired

Experience

  • Minimum of two (2) years’ experience in Communications, Public Affairs, Journalism, Marketing
  • Knowledge of and practical experience in a full range of communications approaches, tools and methodologies essential to planning, executing and monitoring communications strategies e.g., media operations, social marketing, opinion research, audience outreach and message targeting.
  • In-depth knowledge of Dominica’s social, political and development issues with strong current knowledge of key constituencies and local government offices, their operations, policies, practices and priorities with work experiences that of demonstrate this.

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. Please refer to paragraph 3.17 of the Procurement Regulations on conflict of interest related to this assignment which is available on the Bank’s website athttp://projects-beta.worldbank.org/en/projects-operations/products-and-services/brief/procurement-new-framework.   

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0       DURATION OF THE ASSIGNMENT:                           The period of consultancy will be 24 months, subject to extension based on satisfactory performance.
