Description

The Government of Albania has received a loan from the International Bank for Reconstruction and Development toward the cost of Business Environment Reform and Institutional Strengthening Project (BERIS), and it intends to apply part of the proceeds of this loan to payments under the Contract No. G/ICB/3-2011.

3. The Ministry of Economy, trade and Energy (METE), now invites sealed bids from eligible and qualified bidders for Laboratory Measurement Equipment III:

  • ICB No: G/ICB/3-2011/ Lot 1: Measurement equipment for the acoustics and liquid flow measurement laboratories
  • ICB No: G/ICB/3-2011/ Lot 2: Measurement standards and equipment for force, pressure, length electrical quantities, and time& frequency laboratories
  • ICB No: G/ICB/3-2011/ Lot 3: Measurement equipment and standards for the taximeter laboratory and system for seed radars, temperature, and density and volume laboratories
  • ICB No: G/ICB/3-2011/ Lot 4: Mobile measurement system with measurement equipments for verification of fuel and LPG dispensers, mass laboratories of regional centers and control of prepackages.

    4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

    5. Interested eligible bidders may obtain further information from Ministry of Economy, Trade and Energy (METE), Att: Mr. Elson Caka, e-mail: elson.caka@mete.gov.al and inspect the Bidding Documents at the address given below from 09.00AM to 16.30PM from Monday to Thursday and 09.00AM to 14.00 PM on Friday.

    6. Qualifications requirements include:

    (a) Financial Capability:

    The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
    The minimum required annual turnover for the successful Bidder in any of the last three years for respective lots should be:
  • Lot 1: 400,000 EUR or equivalent
  • Lot 2: 420,000 EUR or equivalent
  • Lot 3: 756,000 EUR or equivalent
  • Lot 4: 430,000 EUR or equivalent
    The last three (3) years which will be considered for purpose of meeting the annual business turnover are:
  • Business fiscal year 2010
  • Business fiscal year 2009
  • Business fiscal year 2008

    (b) Experience and Technical Capacity:

    The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
  • The bidder should be a manufacturer who must have manufactured, tested and supplied the equipment(s) similar to the type and quantity (at least 70%) specified in the "Schedule of Requirements" in any of the last 3 years and which should have been in successful operation for at least 1 year as on date of bid opening.
  • Bids of bidders quoting as authorized representative (dealer) of a manufacturer, meeting with the above requirements in full, can also be considered, provided that the manufacturer furnishes a legally enforceable authorization in the prescribed form assuring full guarantee and warranty obligations as per GCC and SCC for the goods offered.

    (c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
  • The bidder should provide the list of the metrology institutes it has provided the goods it is bidding for.
  • The bidder should provide the list of the accredited calibration laboratories or metrology institutes it intends to use for the traceability if calibration is required in the "Schedule of Requirements"
  • The bidder should indicate which repairs will be addressed locally, and which repairs abroad. The bidder should state the conditions for repairs (such as transportation, insurance, customs formalities and all related expenses, repair time warranty on changed parts etc.)

    7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee EUR 100 or equivalent. The method of payment will be bank transfer to:

    The Bidding Documents will be sent by DHL Courier, or, at the option of the Bidder, handed to a representative of the eligible bidder. In all cases a full street and postal address must be provided with request and payment.

    8. Bids must be delivered to the address below at or before 15oo a.m. local time, June 27, 2011. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at 15oo a.m. local time, June 27, 2011. Late bids will be rejected.

    All bids must be accompanied by a Bid Security of:
  • Lot 1: 4,000 EUR or an equivalent amount in a freely convertible currency
  • Lot 2: 4,200 EUR or an equivalent amount in a freely convertible currency
  • Lot 3: 7,500 EUR or an equivalent amount in a freely convertible currency
  • Lot 4: 4,300 EUR or an equivalent amount in a freely convertible currency
