1. The Government of Iraq has received financing from the World Bank toward the cost of the Basra Electricity Dissemination and Development Project and intends to apply part of the proceeds toward payments under the contract for Supplying of (63 MVA) 132/33kV Power Transformers and Associated Equipment at the Substations in AL-Basrah. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

1. The Ministry of Electricity (MOE)/ General Company for Electrical Energy Transmission /Southern Region (SETCO) now invites sealed Bids from eligible Bidders for the supply of the following goods for Al-Basrah Governorate: 

• Five POWER TRANSFORMER 132/34.5 kV 63 MVA (2 Winding) Double Wound Transformers

The Goods are required to be delivered within 180 to 240 days from date of signing the contract, and a margin of domestic preference shall not apply

1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
2. Interested eligible Bidders may obtain further information from General Company for Electrical Energy Transmission /Southern Region – Al-Basra Governorate-Al Twaissa Sqr., Main Bldg. FIRST Floor/procurement Dept Electronic, Electronic mail address: setco-esrep@moelc.gov.iq, Alternative email  south_transmission@hotmail.com and inspect the bidding document during office hours 09:00 to 14:30 hours at the address given below.
3. The bidding document in ENGLISH may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 150. The method of payment will be in cash. The document will be picked up from the Office of Externally Funded Projects office address shown below. For the International Bidders, there is also an option of purchase through money transfer and the Bidding Documents to be sent by e-mail. If required, the bidding document will be sent by e-mail upon receipt of money transfer to SETCO bank account with the net amount of USD 150 excluded any additional cost regarding the money transfer. SETCO bank account is available upon request after sending the company credentials and confirming the official e-mail address. In case the transferred money did not enter into SETCO bank account by the closing date, the bid will be rejected, and if the money enters the account afterwards it will be returned to the bidder.
4. Bids must be delivered to the address below on or before December 13, 2021 Time: 11:00 am Basra local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on December 13, 2021 Time: 11:00 am Basra local time.
5. All Bids must be accompanied by a Bid Security of USD 70,000. The bid security shall be valid for twenty-eight (28) days beyond the original validity period of the Bid.
6. A pre-bid meeting for interested eligible Bidders will be held on Monday, November 8, 2021 10:00 am Basra local time at the address in item 9.
