  1. The Government of Liberia has received a grant equivalent to USD 47 million from the International Development Association (IDA) to implement the Improving Results in Secondary Education (IRISE) Project, hereinafter “the Project”. The Project duration is four years.  The Ministry of Education (MoE) is the IRISE implementation agency responsible for project execution and results monitoring. The Ministry of Education intends to apply part of the proceeds of the grant towards payments under the contract for Expansion of 3No. Junior High Schools to Senior High Schools in Gbarpolu Lot 1, Expansion of 3No. Junior High Schools to Senior High Schools in Rivercess and Nimba (Lot 2), Expansion of 3No. Junior High Schools to Senior High Schools in Grand Kru (Lot 3), Expansion of 3No. Junior High Schools to Senior High Schools in Grand Bassa (Lot 4), Expansion of 4No. Junior High Schools to Senior High Schools in Sinoe (Lot 5), Expansion of 3No. Junior High Schools to Senior High Schools in Maryland (Lot 6) and Expansion of 3No. Junior High Schools to Senior High Schools in River Gee counties (Lot 7).

3. There will be no margin of preference.

4. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 and revised November 2017 and August 2018 and Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following:

(A): A Bidder registered within Liberia:

      i. Valid Legal Status of Company:

        Certificate of Incorporation

        Certificate to Commence business

     ii.  Properly executed Power of Attorney

     iii. Valid Income Tax Clearance Certificate for the last 3 years.

      iv. Valid Liberia Ministry of Public Works/CCCS Building Certification type: BO-12, B10-12, B11-12.

      v. Valid Social Security Clearance Certificate

(B): The Bidder registered outside Liberia:

      i. Valid Legal Status of Company

       Certificate of incorporation and necessary legal permits to conduct business

      ii. Valid Labour certificate from home country indicating that the company has been working and compliant  with labour regulations in the home country.

     iii. Valid Income Tax Clearance certificate from home country indicating that company has duly paid all his/her tax liability over the last three years

     iv. International Contractors must possess an equivalent Valid MWH certificate of classification of at least B10 (Public buildings for school and college) in Liberia from their home country. This also is a proof that the company is a recognised construction firm from the appropriate regulatory body of their home country. 5. A Bidder may bid for any or all Lots and evaluation of Bids will be on a Lot-by-Lot basis. However, in the event that a Bidder wins more than one Lot, such Bidder must demonstrate that it it meets the qualification criteria for such Lots and can mobilize to all site concurrently. In addition, such Bidder cannot propose to use the same personnel and equipment for more than one Lot.

6. Interested eligible Bidders may obtain further information from the Office of the Project Coordinator, IRISE at the Ministry of Education and inspect the Bidding document during office hours at the Office of the Project Coordinator, IRISE at the Ministry of Education from 0900 to 1700 hours’ local time on working days at the address given below.

7. The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars (US$100.00) or its equivalent in a freely-convertible currency per Lot. The method of payment will be cashier’s check from any reputable bank in Liberia or direct deposit to IRISE Account at:

The document will be sent by courier for local and overseas delivery but Bidders will have to pay for courier services.

9. Bids must be delivered to the address below on or before 10:00 hours Local Time on June 14, 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 10:00 hours Local Time on June 14, 2022

10. All Bids must be accompanied by the required Bid Security as per the amounts indicated in the Table in Section 2 above.

11. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

12. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
