  1. The Government of Liberia has received a grant equivalent to USD 47 million from the International Development Association (IDA) to implement the Improving Results in Secondary Education (IRISE) Project, hereinafter “the Project”. The Project duration is four years.  The Ministry of Education (MoE) is the IRISE implementation agency responsible for project execution and results monitoring. The Ministry of Education intends to apply part of the proceeds toward payments under the contract for Construction of 1No. New Senior Secondary School at Kakata, Margibi County (Lot 1), Construction of 1No. New Senior Secondary School at Gbarnga, Bong County (Lot 2) and Construction of 1No. New Senior Secondary School at Ganta, Nimba County (Lot 3). For these contracts, the IRISE Project intends to apply part of the proceeds of this Grant for the construction of 3No. New Senior Secondary Schools in Liberia.

          2. The Ministry of Education now invites sealed Bids from eligible Bidders for Construction of 1No.                  New Senior Secondary School at Kakata, Margibi County (Lot 1), Construction of 1No. New Senior            Secondary School at Gbarnga, Bong County (Lot 2) and Construction of 1No. New Senior                            Secondary School at Ganta, Nimba County (Lot 3) as per the Schedule of Works Requirements                    below:

      3. There will be no margin of preference.

      4. Bidding will be conducted through Open National Competitive Procurement using Request for Bids                  (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in                  Investment Projects Financing” July 2016 and revised November 2017 and August 2018 and Fourth                Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in            the Procurement Regulations that must have the following:

     (A): A Bidder registered within Liberia:

       i. Valid Legal Status of Company:

          Certificate of Incorporation

          Certificate to Commence business

      ii. Properly executed Power of Attorney

      iii. Valid Income Tax Clearance Certificate

      iv. Valid Liberia Ministry of Public Works/CCCS Building Certification type: BO-12, B10-12.

      v. Valid Social Security Clearance Certificate 

      (B): The Bidder registered outside Liberia:

      i. Valid Legal Status of Company

           Certificate of incorporation and necessary legal permits to conduct business

      ii. Valid Labour certificate from home country indicating that the company has been working and compliant         with labour regulations in the home country.

      iii. Valid Income Tax Clearance certificate from home country indicating that company has duly paid all                 his/her tax liability over the last three years.

      iv. International Contractors must possess an equivalent Valid MWH certificate of classification of at least            B10 (Public buildings for school and college) in Liberia from their home country. This also is a proof that          the company is a recognised construction firm from the appropriate regulatory body of their home country.          Details of the required classification can be obtained from the below website: The Contractors Classification        and Certification System (CCCS) | Ministry of Public Works (mpw.gov.lr).

      5. A Bidder may bid for any or all Lots and evaluation of Bids will be on a Lot-by-Lot basis. Bidders                  should note that the three lots are in separate bidding documents. However, in the event that a Bidder            wins more than one Lot, such Bidder must demonstrate that it it meets the qualification criteria for such Lots        and can mobilize to all site concurrently. In addition, such Bidder cannot propose to use the same personnel        and equipment for more than one Lot.

      6. Interested eligible Bidders may obtain further information from the Office of the Project Coordinator,            IRISE at the Ministry of Education and inspect the Bidding document during office hours at the Office of        the Project Coordinator, IRISE at the Ministry of Education from 0900 to 1700 hours’ local time on            working days at the address given below.

      7. The Bidding document in English language may be purchased by interested eligible Bidders upon the               submission of a written application to the address below and upon payment of a nonrefundable fee of One           Hundred United States Dollars (US$100.00) or its equivalent in a freely-convertible currency per Lot.               The method of payment will be cashier’s check from any reputable bank in Liberia or direct deposit to                 IRISE Account at:

       8. Bids must be delivered to the address below on or before 10:00 hours Local Time on June 28, 2022.               Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the               presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 

       at 10:00 hours Local Time on June 28, 2022.

       9. All Bids must be accompanied by the required Bid Security of:

        Lot 1:  US$31,000.00

       Lot 2:  US$31,000.00

       Lot 3:  US$32,000.00

      from a reputable Bank in the form provided in this Bidding document.

      10. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment              (SH) Declaration.

      11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the        successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial                     Ownership Disclosure Form as included in the bidding document.
