  1. Introduction

In December 2017, the Republic of Liberia was awarded a grant of USD 11.7 million to implement a four-year project under the Getting to Best Education (G2B) and a further US$5.6 million Grant for the Ministry of Education (MoE) to support the implementation of the Liberia Learning Foundations (LLF) Project.  Both grants are administered by the World Bank. The implementation is overseen by the Ministry’s Senior Management Team (SMT). The Ministry of Education intends to apply a portion of these funds to hire a National Procurement Specialist who will work on the GPE Getting to Best in Education Project, and Liberia Learning Foundation Project.

2. Background

The Project Development Objectives (PDOs) of the G2B are to (i) improve equitable access to early childhood education (ECE) and teacher quality in ECE and primary education in targeted counties, and (ii) strengthen national school accountability systems. Similarly, the Liberia Learning Foundation Project Development Objective (PDO) is to improve access to early childhood education (ECE) in targeted counties of Bomi, Grand Kru, Maryland, Rivercess, River Gee and Sinoe, which have high poverty rates and low education outcomes. A National Procurement Specialist was hired to cover all the 3 projects in the World Bank Education Portfolio. However, given the workload involved in working across all 2 projects, the MoE has decided to hire an NPS for the G2B and LLF Projects.

3. Objectives of the assignment

The Individual Consultant to be hired under these terms of reference is to manage all procurement activities for the GPEG2B and GPE-LLF Projects in adherence with the World Bank Procurement Regulations for IPF Borrowers July 2016, Revised November 2017, August 2018 and Fourth Edition, November 2020, including the planning, implementation and supervision of all procurement operations under the three projects, and continue to develop procurement capacity of the MoE Procurement Unit.

More information is provided in the detailed Terms of Reference which can be assessed through the link below:
