Description
THEODORE STEWARDSHIP IRSC, Region 2, Black Hills National Forest, Mystic Ranger District, South Dakota

Background: This contract shall be awarded under the following authority:

Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

Project Location:

The project is located approximately 10 miles northwest of Hill City, SD in the McVey burn area. The project area is located east of Mystic Road. The total project area is approximately 7,432 acres. The entire project is within the administrative boundaries of the Mystic Ranger District in the Black Hills National Forest in South Dakota. Legal description is T1N R4E, Sections 1, 8, 9, 13-17, 20-26, 28, 29 and 34-36; T1N R5E, Sections 19, 30 and 31; T1S R4E, Section 1 and T1S R5E Sections 6 and 7; BHM; Pennington County, South Dakota, Surveyed.

Description of Work:

The Mystic Ranger District of the Black Hills National Forest is preparing the Theodore Stewardship IRSC which will remove poor-formed ponderosa pine stock from within the historic 1939 McVey burn area and planting with seedlings from native Black Hills ponderosa pine. The project also proposes vegetative management activities that would improve the growth, vigor and health of the residual pine that survived the fire. Commercial and non-commercial treatments will be accomplished through a variety of silvicultural and fuels management activities to remove poor-formed ponderosa pine stock from within the historic 1939 McVey wildfire, reduce dead and down surface fuels, and manage ladder fuels within stands. The resultant contract will include Forest product removal of sawtimber and non-saw logs with topwood, green and dry biomass offered as product subject to agreement on approximately 1,672 acres within the overall project area.

The following work activities are anticipated as service items:

1. Logging of Included Timber

2. Hauling of Included Timber

3. Road maintenance and reconstruction

4. Machine Piling

5. Precommercial thinning

6. Culvert and gate replacement

7. Noxious weed treatments

Additional acres of precommercial thinning and machine piling may be included as optional service items


Pre-Solicitation Site Visit:

Prior to solicitation, the Forest Service may hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract, and any operational limitations foreseen by attendees if requested. It is anticipated that the Request for Quotes with all attachments shall be issued on or around August 1, 2022. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm-fixed price commercial services contract. All work shall be completed by March 31, 2030. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project.

All Contractors must have an active registration in SAM (System for Award Management) by the proposal due date to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service – you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.
