Consultant to Elaborate the Strategy for strengthen institutions in  planning and management of Urban Transport 

1. The Government of Mozambique, represented by the Ministry of Transport and Communications, has received funding from the World Bank to develop the Urban Mobility Project in the Maputo Metropolitan Area, part of this funding will be used for consultancy services. To sustain Government’s efforts, the project would focus on: a) strengthening institutional and governance framework; and b) financing integrated and comprehensive package of investments to improve public transport and road infrastructure, including Bus Rapid Transit (BRT) with operations, service and business plans to support safe, secure, reliable and affordable transport for all residents along the corridor coupled with integrated planning in the catchment area, improvements to road infrastructure, sidewalks, NMT infrastructure, street lighting, traffic management, parking management. 

2. The projects intend to support for institutional and regulatory strengthening in urban transport, and professionalization of existing public transport operators by building the institutional and regulatory foundation for the sustainability of public transport in the AMM. It will also support a comprehensive capacity building program in urban transport that will: (i) build human capital in the relevant government institutions; (ii) support the new generation of young leaders; and (iii) support the professionalization of existing transit operators. 

3. In this way, the Ministry of Transport and Communications invites interested, qualified and eligible individual consultants to present expression of interest for the the design of a Capacity Building Strategy to strengthen Institutions in planning, financing, regulation and management of urban transport.

4. Position Requirements:

  • Advanced degrees in transport, economics, development studies, social sciences or related discipline;
  • A minimum of fifteen (15) years’ of relevant experience in Urban Transport, specifically on transport planning, transport policy, and institutions, transport economics, traffic engineering and modeling;
  • The Consultant should have experience with public transport organization, regulation and contracting;
  • Demonstrable experience in conducting similar assignments in the transport sector at the international level;
  • Hands on planning, implementation and operationalization of mass public transport projects, particularly in Bus Rapid Transit (BRT) projects will be an asset;
  • Strong interpersonal skills and the ability to communicate and work well with diverse people;
  • The consultant should demonstrate excellent written and oral communication skills, and focusing on maintaining high standards of work quality, reliability and consistency to required deadlines.

5. Special attention to interested consultants for Section III, Paragraphs, 3.14, 3.16, and 3.17 of the World Bank's November 2020 “IPF Borrowers Procurement Regulations” (Purchasing Regulations), setting out Bank policies world on conflict of interest.

6. The consultant will be selected based on the Individual Consultant Selection method set out in the World Bank procurement regulations.
