Background

Following the devastation caused by hurricanes Irma and Maria, the Government of Sint Maarten prepared a consolidated National Recovery and Resilience Plan (NRRP) that prioritizes immediate, short-, medium- and long-term needs for the recovery, reconstruction, and resilience of Sint Maarten. This Plan includes estimates of the financial requirements, costs and investments that are necessary to build Sint Maarten back better.

Since January 2018, the World Bank has been assisting the Government of Sint Maarten in the establishment and implementation of a recovery and reconstruction program to implement the NRRP. A significant component of this program is financed through a Trust Fund financed by the Netherlands, managed by the World Bank, and implemented by Sint Maarten.

National Recovery Program Bureau

In parallel to the establishment of the Trust Fund and the execution of the NRRP, the Government of Sint Maarten developed an institutional structure for the implementation of Trust Fund financed projects. This structure is materialized in the National Recovery Program Bureau (NRPB) and serves as the Project Implementation Unit (PIU) for Trust Fund projects for which the Government of Sint Maarten enters into a Grant Agreement. As such, the NRPB represents the Government of Sint Maarten to the World Bank in the implementation of Trust Fund financed projects. 

All NRPB activities relate to projects or preparations thereof, approved by the Trust Fund Steering Committee, which consists of representatives from Sint Maarten, The Netherlands, and the World Bank. 

In its capacity of PIU, NRPB works closely together with the line Ministries in the preparation, coordination, execution, and evaluation of the Trust Fund projects. In addition, the NRPB will be responsible for all reporting and fiduciary responsibilities towards the World Bank. 

Role of the Community Engagement Consultant 

NRPB is seeking the services of a Community Engagement consultant [hereinafter referred to as “Consultant”] to support the NRPB for the duration of the implementation of the Resettlement Action Plan [hereinafter referred to as RAP), Livelihood Restoration Plan and Stakeholder Engagement Plan, developed for resettlement operations under Emergency Debris Management Project [hereinafter referred to as ‘’EDMP’’]. 

The main objective of the assignment is to ensure effective community engagement and communication, data collection, information exchange and grievance redress administration for the Project Affected Persons and community who are living in the Resettlement Area of Impact (see figure 1 below).

Key responsibilities for the role:

  • The Consultant will play an important role in communicating and interacting with the affected persons within the resettlement area of impact.  Under the supervision of the Resettlement Action Plan Implementation Team Leader (RAPi Team Leader) in the NRPB, the Consultant will engage with the project affected people in the resettlement area of impact as per the RAP, Livelihood Restoration Plan, and Stakeholder Engagement Plan to ensure effective communication between affected people and the NRPB. 
  • The Consultant will be in constant communication with community and project affected persons on matters regarding resettlement implementation activities and timeline, compensation payment timeline and procedure, grievance redress mechanism and grievance redress timeline, and the livelihood restoration activities and timeline. 
  • The Consultant will be collecting grievances and keep grievance redress tracker, grievance register and grievance resolution records in conjunction with other NRPB resettlement team members. The Consultant will coordinate with NRPB colleagues on the resolution of grievances and may have a role in the investigation of a complaint and the resolution thereof.  Based on the resettlement grievance management procedure, the Consultant will also: 
  • Ensures grievance mechanism procedures and contact information are communicated and understood by Project Affected Persons (PAPs). 
  • Receives grievances directly from the complainant or from the NRPB person who received the grievance. 
  • Centralizes all grievances in a single management tool (i.e., grievance matrix). 
  • Administrates grievances' resolution (coordinates investigations, keeps the RAPi Team Leader informed and involved in the resolution/decision-making). 
  • Develops weekly grievance reports for submission to Grievance Committee. 
  • Executes agreed upon resolution actions. 
  • The Consultant will actively contribute to interviewing and collecting data from PAPs in a questionnaire to assess and advise PAPs towards livelihood restoration program options. 
  • The Consultant will provide support and assistance to the EDMP project in organizing of workshops, meetings, and consultations with the PAPs. 
  • The Consultant will manage the communication (social networking, individual and group meetings, messaging, calls, etc.) with the PAPs
  • The Consultant will ensure a mix of communication channels to reach out to displaced and vulnerable PAPs especially women and children. 
  • The Consultant will liaise with NRPB colleagues, social development specialists and other groups within the unit to develop and promote the use of consistent approaches to community engagement. 

The Consultant will provide input to reporting obligations of the NRPB on the EDMP project and will perform any other tasks related to the assignment as required by the RAPi Team Leader.

Contract Arrangements 

The start date of the contract will be June 2022 or soon thereafter. The contract duration will be 12 months. The successful candidate is expected to be based within Philipsburg, Sint Maarten. The Consultant is expected to perform the above-mentioned tasks on an ongoing basis during the term of his/her assignment, to the satisfaction of the RAPi Team Leader. The consultant will report monthly to the RAPi Team Leader and will also co-operate with NRPB staff and consultants to implement the resettlement process.  

The performance of the Consultant will be appraised by the RAPi Team Leader based on the timely implementation and execution of tasks described under the key responsibilities for the role.

Qualification requirements 

Minimum Requirements

  • Minimum Bachelor’s degree in social sciences, communication, management, geography, or other related social science and at least 2-year combined experience in social development, social assistance and/or community development and engagement

or

  • Associate degree in social sciences, communication, management, geography, or other related social science and minimum of 3 years combined experience in social development, social assistance and/or community development and engagement. 
  • Experience in liaising and coordinating with government counterparts and/or NGOs in activities relating to social assistance, social development and/or community engagement and communication activities. 
  • Fluent in both English and Spanish.

Preferred requirements 

  • Experience in resettlement activities 
  • Experience in dealing with grievances and grievance redress mechanisms. 
  • Experience in facilitating local partners and/or community in livelihood recovery. 
  • Experience in governance system, coordination, policies and procedures in community engagement and communications’ management. 
  • Experience with, and skillful in, working with vulnerable persons with various backgrounds.
