Introduction

Analyzing Development Issues Centre (ADIC) registered as local non-government organisation (NGO) in 2011 with Ministry of Interior and has a wide range of research and development projects in Cambodia, funded by different development partners. In December 2021, ADIC has received grant funding from the Japan Social Development Fund (JSDF) through The World Bank for implementing the Cambodia Sustainable Livelihood for Indigenous Communities (CSLICP’s Project), with more details below, for four years in Ratanakiri and Mondulkiri Provinces. ADIC is seeking to fill the challenging National Consultant for Finance Officer position for the implementation of the CSLICP. 

Qualifications

The candidate should have the following qualifications

    • At least Bachelor’s degree in business/Administration, Economic, Civil Engineering, or other relevant fields.
    • At least 5 years of procurement working experience in public sector and/or donor-financed projects as well as be familiar with the Royal Government of Cambodia’s Standard Operating Procedures on Procurement for All externally financed projects/programs in Cambodia. Having experience in procurement with ADB/EU/the World Bank’s financed projects would be an asset.
    • Be highly proficiency in English and interpersonal skills.
    • Have good computer literacy in MS Offices, Email, Internet and etc.
    • Have experience in making reports both in Khmer and English
