The Planning and Development (P&D) Department of the Government of Balochistan is responsible for all development, planning and policy implementation issues as well as carrying out policies. Annual Public Sector Development Programmes (PSDPs) are designed to execute policies in the social, infrastructural and productive sectors for both small and medium-sized projects.
The goals of the P&D are to optimize the utilization of the available scarce resources to ensure that departments accomplish their work in conformance with the Provincial Government's policy, to acquire support from the Federal Government to locate qualified overseas funders for megaprojects, to determine the need and make connections for international training for the province's human resources and also to formulate the province's development policies, programs and sectoral priorities.
The department is divided into eleven branches, including the administration section which researches development issues in various sectors, sub-sectors and other development packages. Except for the administrative department, each section is led by a Chief of Section but due to the heavy workload, several Assistant Heads of Sections are also assigned with some of the sections being agriculture, food and fisheries, health and social welfare, natural resources, forest, livestock, foreign aid and communication and transport.
