The NATIONAL authorising officer of the EDF

The National authorising officer (on) of the EDF in Cameroon represents the country in all the activities of the Cameroon-EU cooperation, financed from the resources of the European Development Fund (EDF), and the European Investment Bank (EIB). One of the EDF in Cameroon is the Minister of Economy, Planning and Regional Planning (MINEPAT).

The ROLE of the NATIONAL authorising officer of the EDF

The role of one includes a number of functions that can be grouped into two categories: political functions and technical functions. All these functions are carried out in close coordination with the delegation of the European Commission.

At the political level

The National authorising officer has full responsibility for:

Define the objectives and priorities on which the indicative programmes are based;
Select Projects and Programs
Prepare and present project and program files
Preparing, negotiating and concluding contracts;
Run and manage projects and programs And
Maintain projects and programs…
The National authorising officer, together with the European Commission, also has the responsibility of:

Define, within the framework of the joint institutions, the guidelines for cooperation for the financing of development;
adopt indicative programmes;
Educate projects and programs
Ensure equality of conditions for participation in tenders and markets;
Monitor and evaluate the effects and outcomes of projects and programs And
Ensure adequate, rapid and effective implementation of projects and programmes.
