Skills and competences

• Design and development of institutional and legal systems and frameworks, rules and procedures, management of implementation of operational programs, reporting on the progress and results, sttong systems tinking and ability to see the broad picture;
• Change management, preparation and implementation of state level reforms, strong analytical skills, social economic analysis skills, setting of development priorities and objectives;
• Knowledge of the EU Structural funds & Cohesion Fund rules and procedures, other financial aid instruments (TAIEX, Twinning, technical assistance, direct EC grants);
• experience in prepration to the accesion to EU, adoption of the Acquis;
• Knowledge of strategic planning and management systems development and harmonization with budget planning;
• Knowledge of organization and management of public investment planning processes, whole life cycle costs assessment, cost benefit analysis, project impact assessment;
• Knowledge of regional development policy development and implementation;
• Knowledge of development and establishment of financial instruments, financed from the EU and national funds, for financing of infrastructure and business development, 
• Knowledge of public private partnership principles, value for money assessment, preparation of PPP projects, public procurement and concession legislation, preparation and management of private partner selection;
• Strong intepresonal communication and teamworking / team management skills,  international Twinning team management, leading of inter-institutional working groups;
• Preparation of national EU assistance programming documents, monitoring and control systems; computerized SF management Information systems, organisation and dlivery of communication strategy and actions, organisation and delicery of ex-ante, ongoing and ex-post evaluation of the Programs impact;
• Capacity building, training programs development and delivery within the areas of competence;
• Communication with EC & other EU institutions on EU Structural funds & Cohesion Fund, EU Cohesion Policy, EU regulations; Internal (with Parliament, Government, partners) and external (EC) negotiation of EU SF related issues (priorities, distribution of SF assistance, management and control system);
