Detailed project description: Up until the end of 2014, Yemen's Social Welfare Fund (SWF) offered quarterly cash support payments to around 1.5 million disadvantaged people. These payments were halted due to the crisis that began in 2015. In 2017, UNICEF began an initiative to assist SWF recipients with emergency social safety net payments –the Unconditional Cash Transfer Project (UCTP). The Project, is now in its 12th payment cycle. The beneficiaries received an amount that ranges from $25 to 50$ in a quarterly basis. 

Detailed description of the assignment (Services/Supplies/Works):

Moore Yemen was contracted in the project to do the following tasks and responsibilities:

  • Verifying whether the visited/surveyed beneficiaries are those registered in the SWF database; and that they indeed received the payments and the correct amounts
  • Seeking inputs from the beneficiaries on the different UCT processes, issues and challenges.
  • Seeking inputs from the beneficiaries on the post-payment process, issues and challenges through post-distribution monitoring PDM
  • Compare beneficiaries who have confirmed receipt of the benefit versus information in the UCT-MIS indicating beneficiaries who were paid
  • Analysing and summarising the results in the form of a report for the payment process with recommendations for corrective actions
  • Analysing through qualitative techniques (e.g. observation, FGD, KII, etc.) whether there are significant discrepancies
  • Monitoring payment site readiness. This involves daily monitoring of sites within 24 hours of commencing activities or as required to ensure effective implementation
  • Monitoring the training conducted for/by the Service Providers by observing the methodology, training materials and seeking feedback from recipients to assess their level of understanding
  • Analysing qualitative results from the field, establishing prevalent tendencies and linking them with potential causes, and shall be used to complement the results of quantitative monitoring
  • Monitoring compliance of the service provider organisations with the safeguard measures established by the Project and conducting root-cause analysis of the incident and identifying the sequence of events and factual circumstances.
