Description: The purpose of the assignment is to provide assistance to the Project Management Unit (PMU) in successful implementation of the proposed project “ Himachal Pradesh Rural Drinking Water Improvement Project” with following indicative roles :
(i) Undertake team mobilization, office set up, developing reporting protocols and formats;
(ii) Familiarize with the project areas, stakeholders, applicable laws and rules; and meet with DPR Consultant;
(iii) Review the detailed engineering reports and cost estimates prepared by DPR Consultant, and identify any issues which needs to be addressed;
(iv) Establish quality assurance and quality control procedures and required plans and manuals; if needed;
(v) Assist or guide the DPR Consultants in ensuring optimization of performance of existing water assets;
(vi) Update/finalize engineering design report(s), technical details, costs and financial analysis as required;
(vii) Identify specific regulatory matters which require statutory approval from the authorities, and support the approval process;
(viii) Prepare revised procurement and implementation plans for each subproject;
(ix) Prepare and finalize bidding documents;
(x) Provide advice and guidance to the project implementation units (PIUs) and contractors on the overall project implementation and management arrangements;
(xi) Prepare presentations and briefings for the Employer, ADB review missions, and other stakeholders;
(xii) Assist the PMU during ADB review missions as required; and
(xiii) Prepare project completion report.
(xiv) Support or Assist PMU in conducting training and capacity building requirements.

Engagement Period: 30 Months
