Description
The main objective of the consulting services is to support MWRI in the implementation of the RCRP. More specifically, the consulting services aim to support long-term flood risk management planning and investment in South Sudan, to prepare feasibility assessments and design for key priority flood risk management infrastructure, to prepare bidding documents and to conduct supervision of project work to be implemented through international contracting practices. The work involves extensive data analysis, stakeholder consultations, options assessment, independent reviews, feasibility studies, surveying, final design and construction supervision of selected water resources management interventions.
Phasing of Consulting Services
The Consulting Services are divided into two phases. Phase 1 is for rapid assessment, investment planning and detailed feasibility studies, design, and bidding documents of priority interventions in the first years of implementation. Phase 1 is divided into five tasks as per below. Phase 2 is for detailed feasibility studies, preparation of detailed design and bidding documents of additional flood risk
management and multipurpose water storage interventions. Phase 2 is divided into two tasks. Negotiations of the consultancy contract for Phase 2 will be contingent upon: (i) satisfactory performance by the consultants during Phase 1; (ii) recommendations from the project’s interim reviews and missions and (iii) clearance from the World Bank and the Government of South Sudan to proceed with the contract negotiations for Phase 2.
Phase 1: Investment Planning and priority interventions (24 Months)
Task 1A consists in the detailed project preparation studies, preparation of detailed design and bidding documents, construction supervision and project management support for flood risk management interventions that have already been identified by MWRI.
Task 1B consists in the detailed feasibility and preparation studies and preparation of detailed design for a long-term flood control solution for refugee-hosting areas in Maban County, Upper Nile.
Task 1C consists in the detailed feasibility and preparation studies and preparation of detailed design for the Kinyeti multipurpose water resources development project located in Torit County, Eastern Equatoria.
Task 1D consist of the identification of new flood risk management interventions to be implemented under Phase 2 of this ToR.
Task 1E consists in project management support.
Phase 2: New flood risk management and multipurpose water storage interventions (24 Months)
Task 2A consists in the detailed project preparation studies, preparation of detailed design and bidding documents, and construction supervision and project management support for priority flood risk management interventions that will be identified in task 1D.
Task 2B consists in preparation of the Bidding documents, construction supervision and project management support for the Kinyeti multipurpose water resources development project located in Torit County, Eastern Equatoria.

Qualification and Experience of requested Key Staff
The following Table specifies qualifications and skills of the key staff that the Consultant is expected to employ. The Consultant shall propose the level of effort (staff-months) for each staff. All experts should possess excellent communication and transfer of knowledge skills (for capacity building activities). They must be able to write clear, concise technical reports in English.

The Expert shall have expertise in carrying out feasibility, preliminary design, and detailed design studies for water resources development projects, with demonstrated project management skills, with at least 15 years of experience in the mentioned areas. Should be a member of a recognized professional body and in good standing. Experience as Team Leader in assignments of similar scope related to the feasibility study, design and tender dossier preparation or works supervision of construction. Proven experience of management multinational teams. Ability to operate within multi-sectoral, multi-cultural, multi-skilled teams and demonstrate flexibility in working style. Consultant should be a member of a recognized professional body and of good standing. Experience in the Region/Sub-Saharan Africa. |
