Objective and Purpose of the Assignment
The proposed Climate Resilient Livestock Development Project aims to improve on-farm productivity and climate resiliency of the livestock subsector in Uzbekistan. The project’s outputs are: (i) regenerative pasture and supplementary feed base made climate resilient; (ii) climate-smart husbandry and veterinary services strengthened, and (iii) finance to livestock sector extended and climate-sensitized. The project is aligned with the following impacts: (i) stable provision of livestock products and food security improved (Program for the Development of the Livestock Sector for 2022–2026); and (ii) carbon intensity of livestock sector reduced (Updated Nationally Determined Contribution Report).
A TA will support the Committee for Veterinary and Livestock Development (CVLD), Ministry of Agriculture (MOA) of the Republic of Uzbekistan, in project preparation and conducting due diligence of the ensuing project, overing technical due diligence, climate change, safeguards, financial management, procurement, gender, poverty assessment, and economic assessment.The firm consultant will consist of (i) four key international experts: (a) Team Leader / Livestock Value Chain Specialist, (b) Forage Development and Animal Feed Specialist, (c) Ruminant Veterinarian, and (d) Procurement Specialist; (ii) three non-key international experts: (a) Social Safeguards Specialist, (b) Environmental Safeguards Specialist, (c) Gender and Social Development Specialist; (iii) three key national experts: (a) Deputy Team Leader/Livestock Value Chain Specialist, (b) Forage Development and Animal Feed Specialist, and (c) Ruminant Veterinarian; and (iv) six non-key national experts: (a) Procurement Speiclaist, (b) Economist, (c) Financial Management Specialist, (d) Social Safeguards Specialist, (e) Environmental Safeguards Specialist, and (f) Gender and Social Development Specialist. All national experts are expected to have good communication and documentation skills in English. The firm will be responsible for preparation of the national feasibility study and assist the executing agency in securing national feasibility study’s approval from the Ministry of Economy and Finance and the Ministry of Investment, Industry, and Trade. The firm and proposed experts must have an extensive background working in the agriculture or livestock sector of Uzbekistan, with international or regional experience being an advantage. Firms may propose the same experts for different positions, provided that the expert meets the requirements of the positions and delivers quality outputs within the specified timeframe. In the simplified technical proposal, the firm should include a description of how the quality of TA documentation will be ensured.
