The People’s Republic of Bangladesh has received an SDR 254 million Credit from the International Development Association (IDA) – a member of the World Bank Group – for financing the cost of the Project, being implemented by the Bangladesh Inland Water Transport Authority (BIWTA) under the Ministry of Shipping, and intends to apply part of the proceeds for procuring the services of an International Procurement Consultant for its Project Implementation Unit (PIU).
The development objective of the project is to improve transport efficiency, reliability and safety for passengers and cargo on priority inland waterways along the Chittagong-Dhaka-Ashuganj inland water transport corridor of Bangladesh. The project is also being implemented within the broader context of the BBIN / Eastern Corridor regional program which aims to facilitate the movement of passengers and cargo on multimodal transport networks for the benefit of traders, transporters, producers, passengers and communities in Bangladesh, Bhutan, India, and Nepal.
Major tasks under this consultancy are:
(1) Review and finalize Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Bidding Document, Prequalification Document (PQD), and Request for Proposals (RFP) – as the case may be – prepared by the PIU;
(2) Take part, as a member of evaluation committees, in the evaluation of Bids, Applications for Prequalification, Expressions of Interest, Technical Proposals, and Financial Proposals received from business entities competing for contracts;
(3) Conduct, with the participation of the PD, negotiations with the awardee(s) of contracts;
(4) Draw up complete draft negotiated contracts with assistance from other members of the PIU;
(5) Provide advice and training to PIU members on procurement related matters – on a need basis and as determined by the PD – as part of the institutional capacity building of BIWTA;
(6) Provide advice and oversight regarding contract management (during performance of contracts).
BIWTA now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The selection criteria are:

· Post-graduation in Law / Finance / Procurement / Economics / Engineering / Statistics / Business Administration / Management.
· Training on public procurement.
· Member of professional body of international repute in Procurement / Purchasing / Supply Chain is preferred. |
· At least 20 years’ general experience in public / private procurement.
· At least 5 years’ experience outside home country as procurement professional.
· Experience in performance based contracts (PBC) is preferred.
· Experience of working in the South Asia region is desired. |
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank Group’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, July 2014 (“Consultant Guidelines”), setting forth the World Bank Group’s policy on conflict of interest.
A Consultant will be selected in accordance with procedures for recruiting Individual Consultants set out in the Consultant Guidelines.
