• Senior-level economist with over 20 years of experience in European affairs, international and

development policies, government and public relations;

• Professional with strong political acumen, with substantive political experience and ability to understand

complex political dynamics;

• Extensive experience working in Africa, Europe, the US and Latin America, in fragile contexts and fast- paced

environments, with high-level figures, including a President of the Republic, a former European Commission

President, a former European Commissioner, two former Prime Ministers, and Ministers;

• Excellent ability to liaise and build a high-level network with government officials, European Institutions,

multilateral organisations, international donors, diplomatic community, CSO’s, Unions and the private sector;

• Prepared and participated in over 60 Pre Ministerial meetings of ECOFIN, EPSCO, Development

and Environment;

• Government experience in charge of EU and international affairs: took part in various councils of

competitiveness, indusctrial policy, energy, regional policy and consumers as well as in dialogues with

the OECD, IRENA, EC and promoted and negotiated several bilateral initiatives with other governments;

• Experience drafting and getting op-eds and policy papers published: over 10 op-eds published in the media in

2019/20 in various topics relevant for the EU and the EIB: technology and how it impacts economic

transformation, climate, EU’s green deal, multilateralism, Africa, Brexit, investment among others;

• Joint op-ed published originally in French dialy paper “Le Monde” co-authored with Hans Eichel (former

Finance Minister of Germany), Paul Magnette (Former Federal Minister Belgium), Jesus Caldera (Former

Labour Minister Spain), Pier Carlo Padoan (former Finance Minister Italy), Stewart Wood (Member house of

Lords, UK), David Smith (former chief economist House of Representatives, US) and Damon Silvers (Director

of Policies, AFL-CIO, US), about: Europe and Multilateralism, also published in English and Portuguese;

• Extensive network in Brussels and in various EU capitals and a proved ability to influence and get to the right

people;

• Strong management and leadership skills, proved by leading two country offices in complex settings such as

Mozambique and Mauritania;

• Ability to grasp quickly and simplify complex policy issues, having lived and worked in 9 countries;
